Edward Nipake Natapei Tuta Fanua'ariki ( July 17, 1954 - July 28, 2015 ) was a politician, President, Prime Minister and Foreign Minister of Vanuatu .

Life

Edward Natapei was first elected to Parliament (Legislative Assembly) in 1983. In 1991 he was Foreign Minister in Donald Kalpoka's cabinet . From 1996 to 1999 he was Speaker of the Parliament and as such from March 2, 1999 to March 24, 1999 acting President of Vanuatu as successor to Jean-Marie Manatawai .

From April 13, 2001 to July 29, 2004 he was Prime Minister as the successor to the ousted Barak Sopé . On June 3, 2002, he was of the Legislative Assembly (Legislative Assembly) re-elected as prime minister.

In September 2008 he became prime minister again, replacing Ham Lini .

In a vote of confidence on December 2, 2010, 30 MPs against and 15 MPs for Natapei, but this did not result in his removal as Prime Minister, as the constitution provides that the previous head of government remains in office until a successor has been elected. After the President of Parliament declared the post of Prime Minister vacant on the same day and proclaimed Sato Kilman as Napatei's successor without regular election, the Supreme Court of the Republic of Vanuatu ruled on June 16, 2011 that this act was unconstitutional and therefore void:

"In the present case, on December 2, 2010, when the First Respondent Speaker declared the Second Respondent Hon. Sato Kilman elected Prime Minister of Vanuatu unopposed without conducting an election by secret ballot in accordance with Article 41 and Schedule 2 of the Constitution, that declaration was made in breach and contrary to Article 41 and Schedule 2 of the Constitution. It was unconstitutional and invalid. "

Natapei was reinstated as interim prime minister by the same ruling by the highest court until a successor was elected:

"3. THAT, the Hon. Nipake Edward Natapei remains as the Acting Prime Minister until a new Prime Minister is elected - Article 43 (2) of the Constitution "

He then withdrew, among other things, the international recognition of Abkhazia by his predecessor. He gave up the office on June 26, 2011 from his successor.

On March 23, 2013, he became Foreign Minister in the government of Prime Minister Moana Carcasses Kalosil .

He died in July 2015 after a long illness.
