The European Union's school milk program is a project of the European Union with which it has been offering member countries funds to promote the sale of milk and certain milk products in schools since 1977 . The basis was in particular Regulation (EC) No. 2707/2000 and, since 2008, Regulation (EC) No. 657/2008 of the European Commission and is now Regulation (EU) No. 1308/2013.

Some member states have been carrying out similar actions for a long time and have integrated their tradition into the EU project. School milk, for example, is part of school meals in Germany . In Austria , too , the school milk campaign has its roots before the Second World War .

As part of the European program, around 305,000 tons of school milk were distributed to schools in the then 22 member states in the 2006/2007 school year. This required expenditure of more than 50 million euros from the EU itself .

purpose

The “School Milk” program aims to encourage children to consume healthy milk products. It is also said to have an educational effect by promoting healthy lifestyles and eating habits at an early age that are continued in later life. It is said to help fight obesity among children. In addition, it helps to improve the "market equilibrium" for milk by promoting consumption, so it also serves to intervene in the market for agricultural products and to support farmers. In 2011 the European Court of Auditors came to the conclusion that the previous program was largely ineffective. The program has since changed.

School milk is defined as - also lactose-free - drinking milk, cheese, quark or curd cheese, yoghurt and other fermented or acidified milk products without the addition of flavorings, fruits, nuts or cocoa.

The European Union finances at least 75% of the costs, the rest is provided by the - voluntarily participating - member state. The EU currently still provides around 4.5 cents in aid per participating beneficiary and per school day for an amount of 0.25 l milk, mixed milk drink , yoghurt (including fruit yoghurt) and cheese (previously about 10 cents).

For the program, which also includes educational measures and advertising material, the EU is providing grants totaling EUR 100 million for the period from August 1, 2017 to July 31, 2023, of which EUR 9,404,154 in Germany and EUR 1,100,486 in Austria are assigned.

Action in member countries

Germany

In the participating schools, approx. 4.9 million pupils have the opportunity to purchase school milk products. From a total of around 13 million beneficiaries, however, only just under 800,000 = approx. 6% participate in the EU program.

With the exception of Saarland , every federal state participates in the EU program and implements the school milk regulation on its own with varying degrees of success. The highest participation is in Berlin , Thuringia and North Rhine-Westphalia . Some school milk suppliers provide vending machines to make sales easier and more flexible. In some schools - especially in Bavaria - milk and milk products are also offered outside the EU program, so that the amount sold through the EU school milk program only represents part of the milk consumed in German schools.

Previous actions and implementation in Austria

The first actions were carried out in Vienna in 1930 and were dependent on donations. After the Second World War , the actions of the Ministry of Social Affairs were continued through the withdrawal campaign . The UNICEF introduced in 1948 and 1949 foods, including milk powder available. In 1953, around 185,000 of the 800,000 pupils could be supplied with milk. In 1980 there were already more than 20 million liters of milk being drunk in schools. Even the dairy industry fund and the milk Werbegesellschaft Oemig helped.

From 1993, the farmers began selling milk directly from the farm , which allowed them to be supplied directly to schools. The direct delivery by farmers reached a market share of 85% by 2001. The initiative was awarded the Agricultural Project Prize in Wieselburg.

Since membership of the EU began in 1995, the action already carried out has been carried out as an EU action.

Children in kindergarten and schools have a right up to high school graduation . In 2010, 3,282 schools and kindergartens were regularly supplied. Elementary school students receive the largest share of 57%, while kindergarten children receive 22%. Of the 100 or so milk suppliers, 94% were farmers who delivered their milk to schools as direct sellers , of which 15% were organic farmers .

School milk worldwide

In the United Kingdom , the issue was introduced by the School Milk Act 1946.

The FAO , the Food and Agriculture Organization of the United Nations , recognizes the importance of school milk. In 2000 she declared September 29th as World School Milk Day. Every year since then, in addition to World Milk Day (June 1st), World School Milk Day has taken place on the last Wednesday of September.

Similar actions

Similar campaigns have only been launched in recent years. In 2008, individual states, such as Germany or Austria, started the school fruit campaign with the support of the EU. The states can decide for themselves whether seasonal or regional fruit is used.

Current developments

According to a draft law of the European Council and the European Parliament from May 2016, the EU's school milk and school fruit programs were merged from August 2017 and supported more financially. In addition, teaching about healthy eating habits is to be improved.
