Sheila Noakes, Baroness Noakes

Sheila Valerie Noakes, Baroness Noakes DBE (birth name: Sheila Valerie Masters ; born June 23, 1949 ) is a British economic manager and politician of the Conservative Party , who has been a member of the House of Lords since 2000 .

Life

Studies and professional career

After attending the Eltham Hill Grammar School , she completed a law degree at the University of Bristol and began her professional career as an auditor at KPMG in 1970 . During this time she was seconded to the Treasury ( HM Treasury ) as an economic and trade advisor between 1979 and 1981 and was then a partner of KPMG from 1983 to 2000.

During this time Sheila Noakes, who was a member of the Society of London Auditors from 1984 to 1988 and a member of the Institute of Chartered Accountants in England and Wales ( ICAEW) from 1987 to 2000, became a member between 1988 and 1991 Seconded to the Department of Health as Finance Director of the National Health Service (NHS) Management Administration. She also belonged to other bodies and was a member of the investigative commission of the Ministry of Agriculture, Fisheries and Food from 1988 to 2000, from 1992 to 1999 a member of the management of the Board of Internal Revenue, and from 1992 to 1995 a member of the political committee of the National Health Service. She also served as a member of the Exchequer Chancellor's Board for Private Finances from 1993 to 1997 .

In 1994, Sheila Noakes, who became Dame Commander of the Order of the British Empire in 1996 , became a member of the Bank of England's Court of Directors and held this office until 2001. In addition to this role, she was a commissioner for the Loans Authority from 1995 to 2001 for public works ( Public Works Loan Board ) between 1997 and 2002 member of the board of the management institute and from 1998 to 2003 member of the council of the institute for business ethics. Most recently she was also President of the ICAEW between 1999 and 2000.

Member of the House of Lords and functions in the private sector and organizations

On June 7, 2000, she was raised to the nobility by a letters patent as a Life Peeress with the title Baroness Noakes , of Goudhurst in the County of Kent . On 12 July 2000 introducing (followed Introduction ) as a member of the House of Lords .

During their years of membership in the House of Lords she was 2001-2006 spokeswoman for the conservative Tory - Group for Work and Pensions and at the same time between 2001 and 2003 Opposition Spokesperson on Health and following the 2003 and 2010 spokesperson for the Group of the Conservative Party in the House of Lords for the Treasury.

In addition, Baroness Noakes involved as a board member of companies of the private sector and indeed since 2000 by ENO, since 2001, of Carpetright plc and Hanson plc and since 2004 by ICI plc. She was also a board member of SThree plc from 2001 to 2007, of John Laing plc from 2002 to 2004, of The Racing Trust from 2002 to 2004, and of the Social Market Foundation from 2002 to 2005.

Baroness Noakes, trustee of Reuters Founder Share Co Ltd since 1998 and Governor of the London Business School from 1998 to 2001 , was also a member of the Council of Marlborough College from 2000 to 2002 and of Eastbourne College from 2000 to 2004 . Due to her many years of service, she was awarded an honorary doctorate in business administration (Hon DBA) from London Guildhall University , law (Hon LLD) from the University of Bristol, and science (Hon DSc) from the University of Buckingham .
