Shen Neng 1 aground, April 2010

On April 3, 2010, the ship left the port of Gladstone (Australia) with a cargo of coal for Bayuquan (China ). At around 7.05 UTC (17.05 local time), near low tide, in calm weather and a draft of 13.4 meters, coming at full speed from the south, it hit the Douglas Shoal shoal (at least map depth 8.9 meters), which was about 70 kilometers off Great Keppel Island and 120 kilometers east of Rockhampton and is part of the Great Barrier Reef . The accident site is located within a habitat protection zone of the marine reserve that is designated around the shallows. The rudder, engine and tanks, including a fuel tank, were damaged during the run-up, so that a good three tons of oil leaked out and formed an oil film that was destroyed with a disperser and made to sink. The two tugs Austral Salvor and Tom Tough from the contracted salvage company Svitzer stabilized the freighter in position to prevent further reef damage from drifting. The accident control and recovery ship Pacific Responder put an oil barrier so that from April 9th, the oil could be pumped to the 1,500 ton tanker Larcom within a good three days . On April 12 at 9.48 UTC during high tide, in good time before the strong south-easterly wind was approaching, the freighter was able to float again by blowing compressed air into flooded tanks and pulling it from the shoal. The Wistari was used as the third tug. At about 11.00 UTC the freighter was again in the clear fairway and, after a brief inspection, was towed to an anchorage 35 nautical miles away five nautical miles northeast of Great Keppel Island . There, considerable damage to the ship's floor in the area around the engine room at the rear of the ship was discovered by divers. Then the ship was towed to the quieter, south-facing Hervey Bay to unload part of the cargo. On May 31, 2010, the tug De Da left with the damaged vessel in the direction of China.

assessment

Between Douglas Shoal and the edge of the southeastern Capricorn archipelago, a frequently used, six nautical miles (11 kilometers) wide and 40 meters deep passage leads between the reef protection zones through the reef to the open sea, which the ship wanted to use according to the route plan given by the RCC . The disaster position is 5.8 nautical miles (10.7 kilometers) abeam this usual route. The stranding took place a good twenty minutes after the course of the ship for the passage to the east should have been changed. The director of the Australian Maritime Safety Authority (AMSA) Queensland, Patrick Quirk, said that driving through the passage was not particularly difficult, and every competent team should be able to do so. Numerous first press reports, which spoke of an illegal shortcut through the reef sanctuary, turned out to be false. There were 68,000 tons of coal and 975 tons of fuel on board. The Australian Transport Safety Bureau (ATSB) is investigating the stranding and issued a preliminary report on April 15. The following circumstances, which together led to the stranding, are mentioned:

  • Deactivation of the automatic course monitoring (due to deviation from the route plan)
  • insufficient tracking of the ship's location on the nautical chart
  • inadequate fatigue management
  • Distraction of the officer on watch
  • The Great Barrier Reef Vessel Traffic Service does not cover the accident position

Heavy penalties are expected for the captain and the first officer on watch.

Environmental damage

In a large area - press reports vary between 250 by 100 meters and three kilometers by up to 250 meters - coral sticks and vegetation were completely destroyed by the emergence and movement of the ship. The spokesman for the Great Barrier Reef nature reserve authority, David Wachenfeld, spoke of the largest damage zone observed on the reef after a ship ran aground. He expects further ecological damage from the abrasion of toxic antifouling paint .

Small amounts of small lumps of oil were found and removed on the beaches of Tryon Island and North West Island, 10 nautical miles south of the accident site.

In March 2009, the Pacific Adventurer disaster caused an oil spill in the region .
