Franz Joseph Sigismund von Roggenbach (born October 14, 1726 at Zwingen Castle ; † March 9, 1794 in Constance ) was Bishop of Basel from 1782–1794 and the penultimate prince-bishop of the Bishopric of Basel .

Life

Roggenbach was born the son of the Prince- Bishop of Zwingen and Laufen , Franz Josef Konrad von Roggenbach and Maria Anna Eva Blarer von Wartensee. He studied at the Jesuit college in Pruntrut . In 1742 he was canon of meeting Basel and in 1750 canon . On November 25, 1782, Sigismund was unanimously elected prince-bishop because the French party could not bring up a suitable candidate in the cathedral chapter. Soon after the election the revolutionary activities began in the prince-bishopric, the main exponent of which was its auxiliary bishop , Jean Baptiste Joseph Gobel - a supporter of sans-culottes . On April 27, 1792, Sigismund fled from the riots in Pruntrut under the protection of Austrian troops via Delsberg to Biel and finally to Konstanz , where he died on March 9, 1794 in the vicariate general building.

On December 17, 1792, the French Revolutionary Government formed the Raurak Republic from the areas of the Principality of Basel that belonged to the German Empire , after their troops had already occupied these areas in April 1792.

The school reform

On May 1, 1783, Roggenbach issued a school ordinance for the Hochstift. While the congregations had the right to fill teaching positions, a professional assessment by the pastor and senior office became a prerequisite for employment. The ordinance prescribed year-round school operation for teachers and the community and compulsory schooling for the children. In addition, minimum teaching content was defined. In addition, further knowledge (rule of three and fractions) should be imparted if there was a need for this and the municipality agreed an additional salary with the teacher. The teacher was subordinate to the pastor and was also assigned tasks in monitoring the youth outside the school.
