Situation and future of care in NRW

The Study Commission on the Situation and Future of Nursing in North Rhine-Westphalia worked from 2002 to 2004. It was the first study commission on this topic in Germany.

Establishment and members

The inquiry commission was set up at the request of the CDU parliamentary group with the consent of the other parliamentary groups. The final report was published in book form, but not in the public book trade. The focus of the work was on the structures of elderly care. The main reference point of the work was the legal regulations of SGB XI, while z. B. the care of the hospital area was largely left out.

The state parliament member Angelika Gemkow (CDU) took over the chairmanship , her deputy was Günter Garbrecht (SPD). The expert members were Doris Schaeffer , Gerhard Naegele , Gertrud Löhken-Mehring , Sabine Bartholomeyczik , Helmut Wallrafen-Dreisow , Frank Ziesche and Christel Bienstein .

Procedure and report

A final report was originally planned for 2004, but it could not appear until 2005. The commission dealt with a. with the nursing care situation, demographic developments, the legal and financial framework conditions and developed 161 recommendations for action on this basis. At least rhetorically, the nursing policy of both the Rüttgers government with the Minister of Social Affairs Laumann and the Kraft government with the nursing minister Steffens related to the work of this study commission.
