The Staufer barracks is a barracks of the Bundeswehr in Pfullendorf in the Sigmaringen district . From 1964 to 2013 it was called Colonel General von Fritsch Barracks .

history

The barracks were built from 1957 to 1959. The advance detail from Füssen arrived on April 20, 1959. The garrison has existed since 1959. The Pfullendorf site was named after Colonel General Werner von Fritsch in October 1964 .

At the height of the Cold War , the Pfullendorf site comprised up to 2500 soldiers. These belonged mainly to the 10th Artillery Regiment and the associated battalions. After the end of the Cold War, the barracks were mainly used by hunter units, including the 10th Jägerregiment. From 1997, the Bundeswehr International Remote Spying School moved from Weingarten to Pfullendorf. In 2003 this was reorganized as the Special Operations Training Center . This facility, which is unique in Europe and has nine member states, serves their armed forces to train special and specialized forces, for soldiers from Germany primarily for the Rapid Forces Division (DSK) and the Special Forces Command (KSK). The location also includes a combat training simulation system, the Fernspählehrkompanie 200, and the Pfullendorf service team responsible for managing the location.

As a result of the fundamental reorientation of the Bundeswehr decided in 2010, under Federal Defense Minister Karl-Theodor zu Guttenberg ( CSU ) the Federal Cabinet decided on July 1, 2011 to suspend conscription in Germany . This had a marginal impact on the location, as there were hardly any conscripts in Pfullendorf.

On October 26, 2011, Federal Defense Minister Thomas de Maizière ( CDU ) presented the 2011 deployment concept to the Federal Cabinet after the Pfullendorf site was retained. The organizational measures, however, provide for a reduction of the 580 posts to 310, the reorganization of the “Special Operations Training Center” into a “Special Operations Training and Exercise Center” and the dissolution of the Tele-Watching Company 200.

In addition to around 500 soldiers, around 70 civilian employees are employed at the Pfullendorf site. These belonged to the Bundeswehr Service Center (BwDLZ) Immendingen. With the dissolution of the BwDLZ in Immendingen in mid-2014, the staff was assigned to the Bundeswehr service center in Stetten am kalten Markt .

The Bundeswehr is an important economic factor in the city of Pfullendorf, a site closure would have meant a loss of purchasing power of six million euros annually.

Bullying allegations

At the end of January 2017 serious misconduct was reported in the combat medic training in the Staufer barracks, which among other things led to the fact that the barracks commander, Colonel Thomas Heinrich Schmidt, as well as two other staff officers and two non-commissioned officers were immediately transferred to irrelevant posts "To enable a new beginning". During the training there were inhuman rituals, investigations were initiated within the Bundeswehr. There were repeated ill-treatment of soldiers. Der Spiegel reported on "sexual-sadistic [n] practices".

Investigations by the responsible public prosecutor's office in Hechingen came to the conclusion that insufficient suspicions could be established to suspect criminal behavior on the part of those involved. The report was critical of the defense ministry's offensive approach.

Equipment of the barracks

The barracks cover 46 hectares and the on-site training area 147 hectares. The barracks has its own water and sewage supply, gym, sports field, accommodation building and shooting range. By 2012 the infrastructure of the barracks was modernized, rebuilt and optimized for 80 million euros. For this purpose, 100 to 200 employees from civilian external companies worked on renovations and renovations in the barracks.
