Captain Mathews is the head of Highway Patrol , the state police force in a fictional US state in the western United States that shares a border with Mexico. His radio patrol car has the radio code 21-50 . In each episode, a police event occurs that requires Mathews' personal intervention.

At the end of numerous episodes, Captain Mathews addresses the audience directly with calls for traffic safety .

Ziv, who had already produced several television series such as The Cisco Kid or Science Fiction Theater , conceived the series at a request from the California Highway Patrol (CHP), which apparently expected an advertising effect from a representation in a television series. In return, the CHP was ready to provide the series with logistical support. At that time, the CHP was still more or less a pure motorway police force and was therefore rarely involved in investigations into serious criminal cases, which was the responsibility of the local authorities or the FBI . The normal business activity of the CHP did not seem dramaturgically attractive enough to Ziv, so that a serious criminal case had to be solved in practically every episode.

The series was shot entirely in California , in the San Fernando and Simi Valley or Griffith Park . The interior shots were produced at ZIV Studios, 7950 Santa Monica Boulevard. For cost reasons, the outdoor shots were operated with a minimum of effort, so that z. B. elaborate pursuit drives were omitted.

In the first two seasons, the production was still technically supported by the CHP. Original radio patrol cars were provided, in which only the official markings were pasted over with the fictional ones of the series. A two-door special model of the Buick Century , which Buick had only produced for the CHP, was also used for the series . The uniforms were also based on those of the CHP.

It is not known why the CHP specifically withdrew its support; in any case, she was dissatisfied with the dramaturgical development of the series. For dramaturgical reasons, the use of firearms was exaggerated and depicted in an unrealistic way, as in most western films . A fifth season planned by Ziv failed because of the lead actor Crawford, who refused to work.
