The first settlement on the Murray was founded in the middle of the 19th century and from 1847 there was a punt in Swan Hill , which was the only crossing over the river within a radius of 160 km. The settlement later became an important port for river navigation until the early 20th century, when other transport routes were opened up by connecting it to the rail network and building a bridge.

It was only through the agricultural development of the Mallee region in northwest Victoria that the city flourished. In 1914 the Japanese Isaburo Takasuka started the first commercial rice cultivation in Australia near Swan Hill. In addition to other agricultural products, the region is known for its wine. The place is also a popular destination for water sports enthusiasts. An eleven-meter-long figure of a Murray cod is a symbol of fishing and angling - another important source of income for the city.
With a population of 10,600, Swan Hill is the second largest city on the Murray River after Mildura .
