action

Ma Seok-do works as a detective in the Garibong-dong district in Seoul , which two rival gangs have divided up among themselves. Ma Seok-do is known everywhere and feared even among the gangs. When a body is found, Ma calls the heads of the two gangs together and negotiates with them to keep them peaceful from now on. But a third party emerges. Three Sino-Korean gangsters from Harbin borrow money and collect debts. Including among the men of the criminal gang. The three can kill the leader of one group and take over the gang. They don't care about prior agreements and immediately attack the rival gang. So the fabric of the district is turned off its hinges. The police are meanwhile finding out that these are Mafiosi sentenced to death in China.
