There he received his doctorate in 1907 and soon began teaching business and administration. With the incorporation of the localities Easterburg (1922) and Eversten (1924), he removed the spatial constriction of the city, which had hindered industrialization so far. The focus of his work was on the establishment of industry and economic development (meat factory, central cattle market) and the expansion of the school system and cultural institutions. On November 8, 1928, the City Council confirmed him for another eight years in his office. After the government takeover of the National Socialists in Oldenburg Goerlitz was voted out on 2 November 1932, added the following year to retire. In January 1931, had NSDAP tried in the City Council, Goerlitz with the votes of the DNVP , the economy Party and the Agrarian League to put in active status, but was failed because of the center belonging to Interior Minister Franz Driver had refused the necessary approval.

Goerlitz moved back to his native city of Breslau in 1933, where he received a teaching position and in 1939 became honorary professor. In 1941 Goerlitz took over the management of the Institute for Research into Magdeburg City Law in Magdeburg , which he exercised until 1945. He was then appointed by the Soviet occupation authorities as a magistrate in Magdeburg before he was appointed honorary professor at the Martin Luther University in Halle-Wittenberg in 1947 , which he could no longer accept due to a stroke. In 2004 a bust was erected in his honor in front of the town hall in Oldenburg.
