Ulrich Ramsauer

Ulrich Ramsauer (born March 11, 1948 in Oldenburg ) is a German lawyer . From 1981 to 2013 he held the chair for administrative studies at the Faculty of Law at the University of Hamburg and from 2008 to 2013 he was presiding judge at the Hamburg Higher Administrative Court .

Life

Ramsauer studied law at the Eberhard Karls University of Tübingen and the University of Hamburg . In Tübingen he became a member of the AV Igel student association in the winter semester of 1966/67 . From 1976 and from 1989 he was a judge at the Hamburg Administrative Court . In 1980 he was awarded a PhD with a thesis on the actual impairment of property. iur. PhD. From 1981 to 2013 he was a professor with half a teaching load at the University of Hamburg. From 1986 to 1989 he was a judge at the Hamburg Higher Administrative Court. From June 2008 to 2013 he was presiding judge in the 5th Senate.

Ramsauer is a member of the board of directors of the Environmental Law Research Center at the University of Hamburg and, since 2005, has been the managing director of the Administration Department . Until 2005 he was a member of the Hamburg Constitutional Court . He is also a member of the Advisory Board on Administrative Procedure Law at the Federal Ministry of the Interior and for several years was chairman of the Advisory Board for Educational Support at the Federal Ministry of Education and Research . He is co-editor and editor of the journal for public law in Northern Germany and chairman of the Association of Hamburg Administrative Judges.

Ramsauer's main research areas are constitutional and administrative law, building and planning law , nature conservation law , administrative procedural law and mediation, as well as administrative sciences.

Ramsauer has the seventh edition of the commentator of Ferdinand O. Kopp justified standard commentary to the Administrative Procedure Act . Already in the seventh edition the book Assessorprüfung in Public Law is published .

In 2011 he received the Emil von Sauer Prize awarded by the Hamburg Lawyers' Association .

Immediately after his retirement, Ramsauer switched to the national law firm Görg on October 1, 2013 as a so-called of-counsel and lawyer for environmental law.
