The Under Secretary of State for Management is a position in the US State Department .

History of the office

By law of February 7, 1953, the US Congress created the position of Head of Administration for a two-year trial period as the third highest top position within the State Department. Thereafter, the position was not filled, so that between 1955 and 1978 the administrative affairs of the Ministry were handled by a Deputy Head of Department (Deputy Under Secretary) or an Assistant Secretary of State . A Congressional Act of October 7, 1978 created the permanent position of Under Secretary of State for Management.

The United States Under Secretary of State for Management serves as the principal advisor to the foreign minister and the vice foreign minister in matters of allocation and use of the budget of the Ministry of ownership and possession, and staff, including planning, daily operations of the Ministry as well as proposals for institutional reform and modernization.

The head of department (also undersecretary of state) is appointed by the US president with the approval of the US Senate . As a representative of the Ministry of Foreign Affairs, he is a member of the President's Management Council and is therefore the responsible official of the Ministry of Foreign Affairs for the implementation of the President's Management Agenda . As the head of the administration department, he is responsible for the subdivisions Administration (Bureau of Administration) , Consular Affairs (Bureau of Consular Affairs) and Diplomatic Security (Bureau of Diplomatic Security), each headed by an Assistant Secretary of State . He is also responsible for the human resources subdivision (Bureau of Human Resources) headed by the Director General of the External Action Service and the subdivisions for controlling and general financial affairs (Bureau of the Comptroller and Global Financial Services) , public relations (Bureau of Information Resource Management) , foreign real estate ( Bureau of Overseas Buildings Operations) , Bureau of Budget and Planning , Office of Management Policy, Rightsizing, and Innovation , Office of Medical Services , Office of Foreign Missions and the Foreign Service Institute .
