The signature campaign against the reform of German citizenship law "Yes to integration, no to dual citizenship" was a controversial campaign by the CDU and CSU against the expansion of dual citizenship .

In 1998/99, the Union organized a signature campaign against the reform of German citizenship law planned by the then ruling red-green federal government . The new regulation provided for the law to be supplemented by elements of the ius soli so that children born in Germany to foreign parents would automatically have received German citizenship. Dual citizenship, which until then was only permitted in exceptional cases, should be allowed for these new citizens as well as for naturalized persons.

In the collection of signatures, citizens were asked to sign for greater integration efforts and against dual nationality for migrants (“Yes to integration - No to dual nationality”). The campaign was initiated by Wolfgang Schäuble and Edmund Stoiber .

Especially during the Hessian state election campaign in early 1999 , signature lists were displayed at information stands of the CDU. During the campaign there were protests and sometimes violent riots in numerous cities , which made the use of the police necessary. Numerous initiatives launched their own signature campaigns against the Union's action and pleaded for the possibility of dual citizenship. In addition to the SPD, Greens and FDP, members of their own party also criticized the action as populist and irresponsible. The NPD also carried out a signature campaign against dual citizenship, which, contrary to the CDU's text, did not contain any demand for improved integration. Critics accused the Union of stirring up racist resentment and using it for the election campaign. In total, the Union received 5 million signatures nationwide through the campaign.

With the signature campaign, Roland Koch was able to polarize the mood in the election campaign. He succeeded in winning the election over the SPD in Hesse, led by Hans Eichel . As the red-green majority in the Federal Council was lost as a result, a weakened reform proposal was decided after long negotiations.

In 1999 there were around 7.3 million foreigners in Germany, the largest group of which was around 2.5 million Turks. The draft law of the red-green federal government explicitly aimed to increase the naturalization rate. According to opinion polls, the share of votes of the SPD and the Greens among German voters of Turkish origin was 80 percent compared to 20 percent for the CDU and FDP.
