The Association of German Women's Education and Employment Associations was founded in 1869 as a result of the women's association conference convened by Franz von Holtzendorff in Berlin and saw itself as the umbrella organization for women's education and employment associations in German-speaking countries. His goal was to summarize the efforts to improve educational work and the economic situation of women, to articulate them within the women's movement, to eliminate prejudices against it and to achieve legal regulations. The association acted through high-profile events and discussions. The publication organ of the Association of Women's Lawyers was published in Berlin from 1870 by Jenny Hirsch . The association meetings took place in one of the member associations' locations. Guests and associations that were not members could also take part. The umbrella organization ensured a constant exchange of experiences among the clubs and with all those interested in the progress of women's education and employment. The first association meeting took place in Darmstadt in 1872 under the patronage of Grand Duchess Alice, organized by Luise Büchner . Prominent guests were Mary Carpenter and Emilie Wüstenfeld . Under the long-time chairwoman Anna Schepeler-Lette and through the mediation of Luise Büchner, an agreement was concluded in 1876 with the General German Women's Association (ADF) to send mutual delegates to the meetings.

The association submitted petitions to the Reichstag for the admission of women to the telegraph service, to the pharmacy service, to the establishment of higher schools for women and, together with the ADF, to improve the legal position of women.

The umbrella organization included associations sponsored by liberal rulers and bourgeois philanthropists, whose members included socially committed women and men.
