Constitutional referendum in Kyrgyzstan 2010

The constitutional referendum in Kyrgyzstan took place on June 27, 2010 . The Kyrgyz voted on a constitutional amendment in which the previous presidential system was to be converted into a parliamentary republic .

Starting position

The referendum was scheduled after the previous president Kurmanbek Bakiyev was overthrown in April 2010 and a transitional government under Rosa Otunbajewa took over power. The draft had been open for discussion since April 25 and was widely seen as a test for the legitimacy of the transitional government, which also linked its own fate to the outcome. The implementation of the vote had been questioned in advance, as the weeks before that were overshadowed by serious unrest between the Kyrgyz and Uzbeks. The referendum was followed by the first parliamentary election on October 10, 2010 .

The proposal for the new constitution was based on the German model . This should make Kyrgyzstan the first Central Asian state with a parliamentary democracy. In addition, the law introducing the new constitution was intended to confirm the transitional government under President Rosa Otunbajewa . There was only the option to vote for or no.

Results

According to the first analysis by the official electoral commission on June 28, 90.7 percent of the voters voted for a constitutional amendment and 7.96 percent against. The official final result should be announced no later than two weeks after the election date. The turnout was just under 70 percent of the slightly less than two million eligible voters.

International observers from the OSCE spoke of a free vote despite the difficult conditions caused by the previous unrest. The Kyrgyz government emphasized that many Uzbeks also took part in the election.

Reactions

Russian President Dmitri Medvedev questioned the success of the constitutional reform and the ability of Kyrgyzstan to transform itself into a parliamentary democracy.
