Rosa Issakovna Otunbajewa (born  August 23, 1950 in Frunsenskoje , Kyrgyz SSR ) is a Kyrgyz politician . She was the foreign minister of her country several times and was the de facto head of state and government from April 7, 2010 to December 1, 2011; on July 3, 2010 she was sworn in as President.

Life

Roza Otunbayeva studied the to 1972 at the Faculty of Moscow State University and graduated there in 1975 her postgraduate from. Then she worked as a university lecturer at the Kyrgyz State University . From 1981 she worked full-time in the apparatus of the Communist Party of the capital Frunze . In 1986 she became Foreign Minister and Deputy Chairwoman of the Council of Ministers in the government of the Kyrgyz Soviet Republic . From 1989 she was chairman of the Soviet Commission on UNESCO Affairs and a member of the College of the Foreign Ministry of the USSR.

After the collapse of the Soviet Union, she returned to her Kyrgyz homeland, where she briefly took over the post of Foreign Minister and Deputy Head of Government in 1992. In the same year she went to the USA as the Kyrgyz ambassador . In addition to the United States, its business area also included Canada . In 1994 she became foreign minister again until she went to London in 1997 as her country's ambassador for the United Kingdom . From 2002 to 2004 she was Deputy Special Representative of the UN Secretary General for Abkhazia , and in 2005 she was again briefly foreign minister. From 2006 to 2007 she was chairwoman of the Assaba party . In 2007 she moved into the Kyrgyz Parliament as a member of the Social Democratic Party .

On April 7, 2010, Rosa Otunbajewa was proclaimed acting head of government by opposition groups . There had previously been mass protests against the government of President Kurmanbek Bakiyev and bloody clashes with the Kyrgyz police. On May 19, Otunbayeva was declared "President of the Transitional Period" and on July 3 she was sworn in as President. Since then she has officially ceased to be a member of the Social Democratic Party.

According to the government, Otunbayeva's term of office should end on December 31, 2011 at the latest. She was not eligible to run in the 2011 presidential election. On December 1, 2011, the newly elected President Almasbek Atambayev took office .

In 2011 she founded the foundation "Rosa Otunbajewa-Initiative" (Международный общественный фонд "Инициатива Розы Отунбаевой" Meschdunarodizy " Meschdunarodnyny obschtschestwiatva Foundation. She is also the head of this non-profit organization that is involved in various fields (education, democracy, culture, etc.).
