Felix Scharschenbajewitsch Kulow ( Kyrgyz / Russian Феликс Шаршенбаевич Кулов; born October 29, 1948 in Bishkek , then Frunze ) is a Kyrgyz politician and former Prime Minister of Kyrgyzstan .

Life

Kulov joined the militia at the age of 18 and then studied from 1967 to 1971 at the college of the Soviet Interior Ministry in Omsk, Russia . Then he worked as a detective, u. a. as head of the drug control department. In 1987 he became Deputy Minister of the Interior of Kyrgyzstan , and a little later Minister of the Interior. In 1992/93 he was vice-president for a short time, from 1993 to 1997 governor of the Chüi region , 1997/98 Minister for National Security and 1998/1999 Lord Mayor of Bishkek . In the parliamentary elections in Kyrgyzstan in 2000 , Kulov ran for a seat in the Kyrgyz Parliament, according to official information he was defeated in his constituency, so that he did not move into parliament. The election in Kulov's constituency was marked by irregularities to the detriment of Kulov. He was arrested shortly after the election and sentenced in 2001 to seven years in prison by a military tribunal for alleged "abuse of service".

In the course of the tulip revolution , Kulov was released and received the post of security chief in the transitional government of President Kurmanbek Bakiyev , which he gave up after a few days in order to be able to run for the presidential election in Kyrgyzstan in 2005 . Before the elections, Bakiyev and Kulov agreed to run the elections together in a tandem in order to prevent a split in the country between the south and the north. Bakiyev - sworn in as President on August 14 - appointed Kulov as Prime Minister on August 15, 2005.

The government under Kulow resigned on December 19, 2006, with Kulow temporarily continued the official business. As a result, Kulow received twice, most recently on January 25, 2007, not the required majority in parliament to be confirmed in office. On January 29, 2007, parliament then elected the previous Minister of Agriculture and Industry Asim Issabekow as the new Prime Minister.

Kulov saw the nomination of Issabekov as a breach of the agreement between him and President Bakiyev. He then declared that he wanted to join Bakiyev's opponents. In February 2007, Kulov founded the "United Front for a decent future in Kyrgyzstan" to bundle the opposition forces. However, it is questionable whether this will succeed; the Social Democratic Party of Kyrgyzstan does not want to join the United Front any more than the Kyrgyz Civil Society of Edil Baisalov.

In the parliamentary elections in 2010 , the Ar-Namys party he founded moved into parliament.
