Vladimír Klokočka

Vladimír Klokočka (born April 23, 1929 - October 19, 2009 ) was a Czech constitutional lawyer, dissident and university lecturer.

Life

Klokočka studied law at the Faculty of Law at Charles University in Prague . In 1952 he received his doctorate in law (JUDr.) And was a university assistant at this faculty until 1956. In 1960 he received the degree of Candidate in Science (CSc.). In 1966 he completed his habilitation and became a lecturer in constitutional law.

During the Prague Spring 1968 he became a member of the Czech National Council (Česká národní rada) , the lower house of the then ČSSR Parliament. He was active in the reform movement and participated in the drafting of a new electoral law . In 1969 he became dean of the Faculty of Law in Brno , but shortly thereafter removed from all public and academic positions. He then worked in the state insurance company Česká státní pojišťovna in Prague. When he signed Charter 77 , he was also released there.

After the expatriation , he only saw the escape from communist Czechoslovakia as a way out. He emigrated to West Germany and became a research assistant at the Chair of Political Science at the Institute for Social Sciences at the Technical University of Munich, where he was active in research and teaching. After the Velvet Revolution in the CSFR, he decided in 1990 to return to his homeland, where he was awarded the degree of Doctor of Science (DrSc.) And the post of professor.

From 1993 to 2003 he worked as a judge at the Constitutional Court of the Czech Republic in Brno. He became famous for the first judgment on the injustice of the communist regime.

In 1994/95 he also gave lectures at the Palacký University in Olomouc . During his time in the Constitutional Court, he dealt with electoral legislation and participated in the discussion about party funding . Klokočka was one of the most important constitutional lawyers in the Czech Republic at this time . Until recently, he had spoken in newspaper interviews on issues relating to the controversial Lisbon Treaty in the Czech Republic .

In his pension he wrote numerous articles and books.

Honors

Klokočka received an honorary doctorate from Masaryk University in Brno .
