Volksbank Oberösterreich has existed under this name since autumn 2015, when, as part of the Austria-wide restructuring of the sector, the creation of "Bundesländer Volksbanken" and thus the merger of most of the Upper Austrian cooperatives into one Volksbank Oberösterreich began. The legal form of a stock corporation was chosen, whereby the shareholders are some Volksbank cooperatives. A number of predecessor institutes were founded before the First World War (1914), so the Volksbank or the " Hermann Schulze-Delitzsch cooperative system " has been represented in Upper Austria for over 100 years. The number of branches changed from 27 to 26 in 2019/2020.

There is a marketing presence as the Volksbank Group , regardless of this all cooperative banks are legally independent and form the Volksbank primary level . The banks are owned by their cooperative members , who signed a corresponding business share when they joined. The basic idea behind the cooperative movement was the idea of helping people to help themselves, according to Schulze-Delitzsch:

"What you cannot do on your own, connect with others who want the same."

The legal organs of a Volksbanken-Genossenschaft are the (full-time) executive board, the supervisory board and the general assembly, the latter is the assembly of the cooperative members and thus the highest decision-making body according to the Austrian cooperative law.
