On March 5, 1909, the then commercial bank Oberledingerland eGmbH zu Westrhauderfehn was founded by 22 people, mostly master craftsmen and tradespeople. The cooperative was registered on March 12, 1909 at the Royal District Court in Leer under No. 27. The development of the commercial bank Oberledingerland eGmbH in the early years of its existence increased steadily and steadily. In 1911 the number of members reached 105 comrades. Ship owners and sailors in particular joined the bank. There are hardly any extraordinary events regarding the activities of the Gewerbebank Oberledingerland eGmbH during the First World War . With the currency reform in 1948, the banking industry faced a fresh start. Gradually, confidence in the new currency began to develop and the currency reform soon led to the normalization of the economic situation. The first merger of Volksbank Westrhauderfehn eGmbH took place in 1971 with Raiffeisenbank Collinghorst, which in turn merged with Raiffeisenbanks Backemoor and Potshausen / Holte in 1970. After the merger, the Volksbank had a business volume of 27 million DM, equity capital of 1.5 million DM and a membership of over 2,500. The branch network extended over the rural structured area of ​​20 × 10 kilometers with 20,000 inhabitants. The economic downturn at the beginning of the 1970s also had an impact on the business development of Volksbank. The lending business suffered from falling demand, also caused by the cyclical high interest rates, so that the lending rate fell. In 1975 the company name was changed to Volksbank eG Westrhauderfehn. In order to further expand the leading position, a further merger with Raiffeisenbank Westrhauderfehn in Langholt took place in 1977. The merger of the two banks not only promoted economic strength, but also more efficient work processes, the expansion of cooperative services, as well as the adjustment of the previously existing territorial overlaps.

For the first time, the balance sheet total exceeded the 100 million mark in the 1980 financial year. In the 1980s, workplaces in the banking industry were equipped with computers faster and more extensively than anywhere else. Electronic data processing (EDP) also revolutionized Volksbank eG Westrhauderfehn. In the mid-1980s the first personal computer was purchased for the Volksbank headquarters, and in 1989 an ATM and bank statement printer were installed and put into operation.
