The constituency of Austria ob der Enns 1 was a constituency for the elections to the House of Representatives in the Austrian crown land of Austria ob der Enns (Upper Austria). The electoral district was created in 1907 with the introduction of the Reichsrat election regulations and existed until the collapse of the Habsburg monarchy.
history
After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . With the new Reichsrat election order, a total of 516 electoral districts were created, with one member being elected in each constituency with the exception of Galicia in the course of the Reichsrat election. The MP had to prevail with an absolute majority in the first ballot or in a runoff election. The "constituency Austria ob der Enns 1" comprised the western part of the city of Linz, more precisely Linz with the "inclusion of Franz-Josef-Platz and the upper Donaulände up to and including house (Or .-) number 19, which is through water stairs, Martinsgasse, Fügelhofgasse, Lessinggasse, Schlossergasse, Hirschgasse, Kapuzinerstraße, Hopfengasse, Sandgasse, Waldeggstraße, Weingartshofstraße, Volksgartenstraße, Bahnhofsstraße, Landstraße (excluding these streets) ”.
From the Imperial Council election in 1907 was Julius Spielmann ( Socialist Workers Party ) emerged as the winner. In the 1911 Reichsrat election, Karl Reininger of the German People's Party succeeded in removing the Social Democrats' mandate in the runoff election. Reininger died a few months after his election, so that a replacement election was necessary in 1911. In this, Reininger's party colleague Franz Beyer was able to prevail, also in a runoff election against the candidate of the Social Democrats, the future mayor Josef Gruber.
