Vasily Alexejewitsch Nebensja ( Russian Василий Алексеевич Небензя ; born February 26, 1962 in Volgograd ) is a Russian diplomat . He was Deputy Foreign Minister of the Russian Federation from 2013 to 2017. On June 27, 2017, by presidential decree, he succeeded Vitaly Churkins as Permanent Representative ( Ambassador ) of Russia to the United Nations and to the United Nations Security Council .

Life

Nebensja grew up in Volgograd. His father, Alexei Andreevich Nebensja (1923-1994), was from 1960 to 1973 the second secretary of the Stalingrad and Volgograd (from 1961) regional committee of the CPSU and from 1973 to the late 1980s deputy chairman of the state committee of the Council of Ministers of the Soviet Union . Nebensja graduated from the Moscow State Institute for International Relations in 1983 and then worked in various diplomatic positions in the central apparatus of the Ministry of Foreign Affairs of the Soviet Union and abroad. From 1988 to 1990 he was attaché to the embassy of the USSR in Thailand . From 1990 to 1991 he worked as the third secretary, from 1991 to 1992 as the second secretary of the Office for International Organizations at the Russian Foreign Ministry and from 1993 to 1996 as Head of the Department for International Organizations at the Foreign Ministry. From 1996 to 2000 Nebensja held the post of the oldest advisor to Sergei Lavrov as Russia's permanent representative at the UN in New York . From 2000 to 2003 he headed a division of the Department for International Organizations of the Ministry of Foreign Affairs and from 2003 to 2006 he was appointed as the deputy director of that institution. From 2006 to 2011 he worked as Deputy Permanent Representative of Russia to the WTO and from 2011 to 2012 for other departments of the UN and international organizations in Geneva . From March 2012 to June 2013 he headed the Humanitarian Cooperation and Human Rights Department of the Russian Foreign Ministry.

From June 1, 2013 to June 26, 2017 he was Deputy Foreign Minister of the Russian Federation. He was responsible for economic issues, in particular for European-Asian economic cooperation, Russia's participation in international associations, the work of the Second Department of the Commonwealth of Independent States ( Belarus , Moldova , Ukraine ) and the department of the Foreign Ministry for economic cooperation. In August 2013 he and the Russian delegation took part in the negotiations between the Prime Ministers of Ukraine and Russia on Ukraine's accession to the EU free trade area.

Nebensja has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary (2014). He is fluent in English and Spanish. Nebensja is married and has a son.
