World Day Against Child Labor
The World Day Against Child Labor ( English World Day Against Child Labor , in short WDACL) was established in 2002 by the International Labor Organization (ILO), a specialized agency of the United Nations , launched (UN). It is an international day of action , celebrated annually on June 12th, to promote the worldwide movement against child labor . Numerous organizations - including the United Nations Children's Fund ( UNICEF) - want on this day to draw attention to the exploitation of over 200 million children worldwide with the demand to put an end to child labor. The day of action aims to raise awareness of the dangers and harmful consequences for the physical and mental health of children.
The Federal Government supports the ILO's fight against child labor by co-initiating the International Program for the Elimination of Child Labor (IPEC).
Child labor
A distinction is made between working children (English: Children in Employment) and child labor (English: Children in Childlabour) and dangerous child labor (English: Children in hazardous work). Poverty is assumed to be the linchpin . It is both cause and consequence, so that the children are caught in a vicious circle . As a rule, poverty as a cause of child labor is not questioned. However, poverty is also the result of child labor, because the children have to work and therefore cannot go to school, so that as adults they have to earn their living with unskilled labor or as day laborers and in this way cannot escape poverty. More than half of the children affected are exposed to particularly severe forms of child labor such as forced labor , work in dangerous environments, drug trafficking , prostitution or involvement in armed conflict .
International Labor Organization (ILO)
The International Labor Organization (English: International Labor Organization , ILO) was founded in 1919 as a specialized agency of the United Nations headquartered in Geneva. There are 187 member states, which are represented by representatives of the respective governments and the workers 'and employers' organizations of the countries.
The world days
From the very beginning, the ILO has been providing annual information about the days of action, has developed a special program to abolish child labor, and has declared 2021 the international year for the elimination of child labor. Every year the day of action has a special motto and a special aspect of the topic. The focus was on child trafficking (2003), child labor in mining and quarrying (2005) and those in agriculture (2007) - each with links to further information - and attention was drawn to child labor in dangerous environments (2011) and in supply chains (2016) and highlighted child labor in conflicts and disasters (2017).
In a press release dated June 12, 2020, UNICEF reported that although the number of working children had declined by 94 million in recent years, these advances were at risk from the COVID-19 pandemic . Therefore, there is a risk that the numbers could rise again for the first time in 20 years. The pandemic would slide more families into poverty, which could push even more children into child labor. There are also signs that school closings during the pandemic are promoting child labor in numerous countries. More than a billion children in 130 countries could not go to school due to the pandemic, according to UNICEF. It is also to be feared that the situation of children who are already doing child labor could worsen.
history
The establishment of the day of action against child labor was promoted by the ratification of two international agreements ( conventions ) published by the ILO in 1976 and 1999. This is the 18-article Convention No. 138, which deals with the minimum age for working children, and the 16 article Convention No. 182, which is devoted to the worst excesses of child labor.
In 2013 the ILO launched a global initiative called Music Against Child Labor Initiative (MACLI) with which musicians from all countries are called upon to make musical contributions against child labor. A musical competition is advertised on a separate website and the songs that have been released so far are presented.
The Federal Agency for Civic Education made in 2002 with an article by Michael Klaus on the situation of children in the world attention, published in 2009 a conversation with Barbara Küppers from Terre des Hommes on child labor in the textile industry and established in 2010 for the World Day Against Child Labor a separate page with further links. In October 2012 Nicola Liebert took stock of the ILO's fight against child labor. In June 2019, there was a differentiation and reports on the World Day with the addition of descriptive graphics.
On the occasion of World Day 2014, Ludwig Leisentritt from the online news portal inFranken.de reminded of child labor in Germany. As early as 1790, an ordinance issued by the Würzburg bishop had warned of damage as a result of working in the fields too early: for “a mediocre advantage” there would be the risk of “bringing up crippled and worn-out children” who would “no longer be supported” in old age.
In the meantime, public broadcasters are also taking part in drawing attention to the day of action.
