The Wiener Parkpickerl (actually: exemption from the short-term parking zone ) is a permit for residents to park a motor vehicle permanently in the area-wide short-term parking zone . Area-wide short-term parking zones currently exist in full for the Viennese districts 1, 4 to 9, 15, 18 and 20; in addition, the area-wide parking space management applies in large parts of the 2nd, 3rd, 10th, 11th, 12th, 14th, 16th, 17th and 19th district. Excluded from the area-wide short-term parking zone are some business streets, for which different times apply.

history

Short-term parking zones were first set up in Vienna in 1959 in the first Viennese district, Innere Stadt . Short-term parking zones were then also introduced in other districts. However, these first short-term parking zones were initially limited to individual street sections or smaller areas. A fee obligation (“parking meter tax”) for short-term parking zones has existed since April 14, 1975.

On July 1, 1993, parking space management was introduced for the entire 1st district of Vienna; on August 1, 1995, this was extended to cover districts 6 to 9. In the next step, districts 4 and 5 followed on June 2, 1997, before the expansion to the 2nd and 20th districts was decreed on March 1, 1999. With the expansion to the 3rd district on November 2, 1999, all inner city districts were finally subject to parking management.

For the heavily parked area around the Wiener Stadthalle, parking space management was introduced as a pilot project on September 1, 2005. On October 1, 2012, parking space management was extended to parts of districts 12, 14, 16 and 17 as well as the entire 15th district, with the special regulation for the area around the town hall remaining in place.

This extension of parking space management to the western belt districts was discussed controversially in advance and is still the subject of political disputes. While the Green Vienna saw the parking sticker as a traffic control instrument and emphasized that the expansion of the management zone was necessary in order to improve the quality of life in the city, especially with regard to noise and fine dust pollution, the ÖVP called for a new management concept and a public opinion poll before a possible one expansion, the Freedom Party called for a free Parkpickerl for all in Vienna main those registered . An initiative brought in by the opposition and signed by the required number of eligible voters registered in Vienna to conduct a referendum was rejected due to constitutional concerns. A few weeks after the expansion to districts 14, 16 and 17, they decided to expand parking management - the expansion came into force on January 1, 2013. In January and February 2013, the district residents in districts 13 and 18 were asked about the introduction of the parking sticker. In the second survey of Währing district residents within one year, 56.05% voted against the introduction of the parking sticker in the 18th district in February 2013, after 64% had voted against the introduction of the parking sticker in March 2012. After the political situation in Währing had changed during the district council election in 2015, the designated district head of the Währing Greens announced that the parking sticker would be issued for the entire district. On September 5, 2016, the parking sticker was introduced nationwide in the district. In Hietzing, 78.45% voted against the introduction of the parking sticker. In November 2016, a survey of the residents of Döblingen was carried out in the 19th district . 51.6% voted against the introduction of the parking sticker. On September 27, 2018, the Döblingen district council voted 27 to 20 for the introduction of a nationwide parking sticker in the 19th district. The parking sticker has been in effect in Döbling since July 1, 2019.

Referendum

A nationwide introduction in the whole of Vienna is not planned according to the red-green government program, although the City Councilor for Transport, Maria Vassilakou, has personally spoken out in favor of mandatory fees throughout Vienna. A referendum on parking space management, among other things, was held from March 7th to 9th, 2013 (see Vienna referendum from March 7th to 9th, 2013 ). The original idea was to develop a new traffic control concept, which could also include a new parking sticker model, based on suggestions from a specially appointed commission of experts and then to ask the population about the new concept. The basic recommendations of the expert commission were announced on December 7, 2012. A parking sticker covering the whole of Vienna as well as the "Westpickerl" required by several districts, ie a parking sticker that would apply to all western belt districts, was rejected by the commission due to legal concerns. Instead, it was recommended that the district-specific management zones be retained, but with “needs-based overlapping zones”. An extension of the free parking time from 10 to 15 minutes, as well as a graduation of the price of the parking fee depending on the proximity to the city center, was considered sensible. In addition, an investigation was recommended to determine whether the restriction on the maximum permitted parking time could be waived in areas further out. Such (cheaper) chargeable zones without limitation of the parking time (often referred to as green zones ) already exist in Graz , Innsbruck and Krems , among others .
The municipal council decided on December 14, 2012 to submit the following question to the population with regard to parking space management with the given answer options A and B:

"1. How should the parking lot situation and quality of life for district residents be improved?
A) Parking regulations are to be introduced for every Vienna district.
B) There should be solutions for individual districts (taking into account the interests of the neighboring districts) "

In the survey, 63.48% of the validly voting people voted for option B.

Requirements for residents

The receipt of a parking sticker is legally linked to several requirements. In accordance with Section 45 (4) of the 1960 Road Traffic Act (StVO 1960), exceptions to the payment of fees in short-term parking zones may only be issued to those people who have their main residence in a district with parking space management, registered owners or lessees of a multi-lane vehicle registered at the address of their main residence and show a personal interest in parking near this residence. The latter is the case for people with their main residence even if the applicant has a garage or parking space and if the applicant drives the vehicle himself. Furthermore, the parking sticker can only be requested for vehicles with a total weight of up to 3.5 tons, vehicles with variable license plates are not excluded from the parking sticker. There is an exception to the requirement of a main residence for allotment gardeners who, since October 1st, 2012, have been able to purchase a so-called "seasonal sticker" for a period of eight months (March to October). To do this, you must provide evidence of a secondary residence in the parking area.

Requirements for self-employed or employed employees

In addition to residents of the area-wide parking space management, self-employed or employed employees who cannot use public transport at the beginning (until 5.30 a.m.) or at the end (after midnight) of working hours and whose business premises are within the area-wide parking space management can also do so for themselves Apply for a parking sticker. The prerequisite for this is that the professional or other activity or the way to or from the workplace cannot be carried out without a motor vehicle. The start of work before 5.30 a.m. or the end of work after midnight must also be proven by duty rosters for the last six weeks. In addition, it must be proven that a longer than the maximum permitted parking time is required and that the vehicle is not parked in a direct line to the workplace in a private or company parking lot within 300 meters.

Requirements for businesses

Since 2012 it has also been possible for companies to obtain an exemption from the short-term parking zone. For this purpose, the motor vehicle must be registered at the company location and proof of “substantial, several times daily goods transport for the motor vehicle at the company location” must be provided by means of invoices, delivery notes, logbooks or the like. In addition, the motor vehicle must be used several times a day to transport goods or to transport tools and equipment in the service department in the exercise of economic activity and the operational necessity must be proven by means of evidence and documentation. Similar to the requirements for self-employed or dependent employees, the motor vehicle must not be parked in a direct line to the workplace in a private or company car park within 300 m and it must be proven that a longer than the maximum permitted parking time is required. Furthermore, the size of the company and the opening hours are decisive.

The nationwide short-term parking zones apply in the inner districts (1–9 and 20) on weekdays (Monday – Friday) from 9 a.m. to 10 p.m. The short-term parking zone does not apply on Saturdays, Sundays and public holidays. You can park for a maximum of 2 hours in these districts without a parking sticker.

In the outskirts (10–12, 14–19) the short-term parking zone applies Monday – Friday (workdays) from 9 a.m. to 7 p.m. You can park for a maximum of 3 hours without a parking sticker.

A special rule applies in the area around the town hall. As in the inner districts, the short-term parking zone applies here during the week from 9 a.m. to 10 p.m. It is also valid on Saturdays, Sundays and public holidays from 6-10 p.m. The maximum permitted parking time here is generally 2 hours.

The so-called business streets are another exception. In these, the short-term parking zone is generally valid Monday to Friday (workdays) from 8 a.m. to 6 p.m., and mostly also on Saturdays from 8 a.m. to 12 noon. The maximum permitted parking time is 1.5 hours.

Spatial validity

A parking sticker is only valid for the corresponding residential area plus the so-called overlap zones in the neighboring districts at the respective district boundaries. Which streets or street areas count as an overlap zone is determined by ordinance of the municipal authorities. The districts of Wieden  (4th) and Margareten  (5th) as well as Penzing  (14th) and Rudolfsheim-Fünfhaus  (15th) are combined into one district in the sense of the parking sticker, so that residents of the 4th district with their parking sticker are also unlimited in time and be able to park in the entire 5th district without paying an additional parking meter fee and vice versa. Residents of the 14th district are only allowed to park indefinitely with their parking sticker in those parts of the 15th district that do not belong to the area around the town hall. Residents of the 15th district, on the other hand, who have bought a parking sticker for the 15th district including the area around the town hall, are allowed to park indefinitely in the entire 15th district and in the 14th district.
With regard to the payment of the parking meter tax, the parking sticker for the corresponding residential district also applies to short-term parking zones in business streets of the corresponding district, in which a shorter maximum permitted parking time (1.5 hours) is prescribed. However, even with the parking sticker, you may not park there longer than the maximum permitted parking time. The arrival time must be proven by means of a parking disc.
The catchphrase “authorization zone” is understood to mean those areas outside the comprehensive short-term parking zone whose residents are nevertheless entitled to purchase a parking sticker for the corresponding district. So are z. B. all residents of the 17th district are entitled to purchase a parking sticker for the 17th district, even if they live outside the short-term parking zone area. Authorization zones also exist across districts, e.g. B. for residents of certain areas in the 16th district that border on the 15th district. These residents of the 16th district, although they do not live in the 15th district, are still allowed to purchase a parking sticker for the 15th district including the town hall area.

Duration and costs

The parking sticker can be requested for a period of three to a maximum of 24 months. There is a federal fee of EUR 14.30 per application for the application and EUR 3.90 for each associated supplement. The administrative fee for the parking sticker is 35.70 euros or 30.70 euros if the parking sticker is requested using the online form, in accordance with the regulation of the Vienna provincial government on administrative fees, commission and monitoring fees. In addition, there is the so-called parking meter tax, which is calculated depending on the period of validity of the short-term parking zone in the district to which the parking sticker applies. In accordance with Section 2 of the Flat-Rate Ordinance, the flat-rate parking meter tax is generally 120 euros per year, "if the short-term parking zone is not valid for more than ten hours on five days per week" it is 90 euros per year. For the parking sticker in the 1st to 9th district, in the 20th district and in the 15th district in the area of ​​the town hall, 120 euros per year are charged. In the 12th and 14th district, in the 15th district outside the town hall area and in districts 16 to 19, the parking sticker costs 90 euros per year. While the months that have not started will be reimbursed when the parking badge is returned, the administrative fee and the federal fee are charged again when the vehicle is changed.

Since September 1, 2016, only the electronic parking sticker has been issued for an extension or a newly issued parking sticker. This is equipped with an RFID chip and does not contain any information that can be read directly from the outside. In contrast to the previous process when returning the parking badge before the validity period expires or when changing vehicle, it no longer has to be removed from the windshield and returned to the municipal authorities. In October 2018, Magistratsabteilung 67 received the Austrian negative Big Brother Award in the category Authorities and Administration for the electronic parking sticker and the associated option of being able to create a movement profile for all cars parked in public spaces.

If you park in a short-term parking zone in Vienna without having a parking sticker for the corresponding district, you must pay the parking meter fee using a parking ticket. Unlike in many cities, there are no parking ticket machines in Vienna, but parking tickets available in advance (available in tobacconists , advance booking offices of Wiener Linien ), which have to be canceled by entering the arrival time. There are parking tickets for half an hour (red, 1.10 euros), one hour (blue, 2.20 euros), one and a half hours (green, 3.30 euros) and two hours (yellow, 4.40 euros). There are also free 15-minute parking tickets (pink). Parking tickets must be validated by ticking the arrival time (month, day, arrival hour, arrival minute, the calendar year must be entered in the field provided). The arrival time can be specified in quarter-hour steps. Fifteen minutes that have already started can be disregarded. If you park your vehicle at 5:01 p.m., for example, you can tick 17:15 as the arrival time. 15-minute parking tickets must be validated by entering the exact hour and minute. Parking tickets (with the exception of 15-minute parking tickets) can also be combined with one another. However, it must be ensured that all combined parking tickets have the same arrival time. For example, if you intend to park for one and a half hours at 10:10 am, you can combine a red and a blue parking ticket or three red parking tickets by ticking 10:15 as the arrival time on all parking tickets.

Cell phone parking

As an alternative to using paper parking tickets, it has been possible since October 1, 2003 (the pilot operation began in autumn 2002) to buy a mobile phone parking ticket via SMS. To use the mobile phone parking system, a one-time (free) registration and top-up of parking credit are required. A parking ticket can be purchased by sending an SMS from the registered mobile phone of the user to the number of the mobile phone parking operator stating the desired parking time (for example SMS with the content "30" for half an hour). The credit will be debited from the user's account and he will receive a confirmation SMS that the parking ticket has been booked. The parking fee is the same as for parking with paper parking tickets (1.10 euros per half hour or part thereof). As with the paper parking ticket, started fifteen minutes are not taken into account. In addition, there are costs for sending the SMS according to the applicable mobile phone tariff.

Since the end of March 2014, mobile phone parking has also been possible using a smartphone app. The app, developed in cooperation with the City of Vienna, the mobile operator A1 and Atos Worldline, was initially released for Android devices, and later also for iOS, Windows Phones and Blackberry. A failure of the app due to a database error just a few days after its publication resulted in thousands of penalties, whereby the underlying administrative offenses were not pursued by the City of Vienna out of goodwill. As with cell phone parking via SMS, registration is required and connection fees may be incurred by the mobile operator.

Anyone caught without a parking sticker or a valid parking ticket will receive an organ penalty order (colloquially "organ mandate") for 36 euros. For the amount of the mandate, it is irrelevant how long the vehicle has been parked without a valid parking ticket. For example, a parking ticket that has only expired a few minutes will result in a mandate of 36 euros. If the penalty is not paid in time, there is a risk of an administrative penalty of up to 365 euros. Since September 1, 2012, it has been possible to attach technical immobilizers to cars if it can be assumed that criminal prosecution of the driver is impossible or significantly more difficult for personal reasons and that there have already been multiple temporally related violations. The regulation was introduced in order to be able to proceed against drivers of vehicles registered abroad who could previously evade the administrative penalty.
