Wirral is a metropolitan borough in Metropolitan County Merseyside in England , named after The Wirral peninsula . The borough covers the northern half of this peninsula and lies on the River Mersey across from Liverpool . On the north side it is bounded by the Irish Sea . The administrative seat is the city of Wallasey . The district also includes the towns of Bebington , Bidston , Birkenhead , Heswall , Hoylake , New Brighton andWest Kirby .

The reorganization of the borders and the competencies of the local authorities resulted in the formation of the Metropolitan Borough in 1974. The county boroughs of Birkenhead and Wallesey, the municipal borough of Bebington and the urban districts of Hoylake and Wirral were merged. These local authorities previously belonged to the county of Cheshire .

In 1986, Wirral became a de facto unitary authority when the central government dissolved the county’s superordinate administration. Wirral remained part of Merseyside for ceremonial purposes , as well as for individual higher-level tasks such as police , fire brigade and public transport.
