Vladimir Sergeyevich Grusdew
Wladimir Sergejewitsch Grusdev ( Russian Владимир Сергеевич Груздев , scientific transliteration Vladimir Sergejevič Gruzdev ; born February 6, 1967 in Bolshevo , Moscow Oblast ) is a Russian businessman and politician.
He was a member of the Moscow City Duma (2001–2003), the State Duma (2003–2011) and governor of Tula Oblast (2011–2016). Since 2007 he has been chairman of the Association of Young Entrepreneurs in Russia, and from December 2016 chairman of the board of the Association of Lawyers in Russia.
Education and military service
In 1984 he graduated from the Moscow Suvorov Military School and entered the Military Institute of the Ministry of Defense of the USSR. He speaks Spanish, Portuguese and English. Kadett Grusdew was used as a translator in Angola and Mozambique .
After receiving a diploma with honors, in 1991 he was sent to the Foreign Intelligence Service of the Russian Federation , the successor to the First Main Department of the KGB of the USSR. However, in the service Grusdev spent only two years: the time just coincided with the collapse of the USSR. In 1993, at the age of 26, Grusdew decided to leave the secret service and try his hand at business himself.
Later in 2000, he received a second degree from the Law Faculty of Moscow State University. In 2003 he defended his dissertation at Moscow University of the Ministry of Interior on the subject of "The legal status of officials of the Russian Federation and the organizational and legal framework for training, retraining and further education".
Business activities
After leaving the secret service in 1993, Grusdew joined the “Olbi” group at the invitation of a school friend. In the same year he co-founded the supermarket chain “ Seventh Continent ”, the first store of which opened at the end of 1993. 1994–1996 Grusdew was the chairman of the board, 1996–1997 the first deputy chairman of the board of directors and 1997 the chairman. Initially, all co-founders had an equal share of 12.5%, but Grusdew and Alexander Sanadvorov, chairmen of the board of directors of Sobinbank, gradually acquired shares in the company. In the mid-2000s, Grusdew and Sanadvorov owned half of the “Seventh Continent”. In the period 2008-2010, the fund bought about 20% of the seventh continent for the Grusdew family, represented by his wife Olga and mother Nelli Grusdewa. In October 2010, Sanadvorov bought the entire package that belonged to Grusdew from the family fund and paid about $ 400 million.
The combined company Modny Continent was founded in 2002 on the basis of the clothing stores "7th Element", "007", "7th Floor" and other brands that were part of the "Seventh Continent" structure. Grusdew's stake in the company was 28%. The first Incity store opened in Okhotny Ryad in spring 2005. In 2007 Modny Kontinent acquired a portfolio investor represented by the United Capital Partners fund. As a result of several transactions, a number of co-founders withdrew from the company, UCP received 25% and the Grusdew family fund became the main owner of the Modny continent with 61%.
Political activity
In 1995, Grusdev stood for the first time for the State Duma of the Second Convocation in the electoral district No. 203 of Cheryomushkinsky. These elections, as well as the subsequent elections to the Duma of the III. Convocation in 1999, lost by the entrepreneur, but in 2001 he went to the Moscow City Duma of the III. Convocation of 27 Mu constituencies, which included North Butowo , South Butowo and Jassenewo .
As a member of the Moscow City Duma, Grusdev headed the Moscow Courts' Personnel Policy Working Group, was a member of the Budget and Finance Commission, the Legal and Security Commission, the Entrepreneurship Commission, the Education Commission and the Moscow City and Moscow Government Joint Commission for the Regulatory Framework for Land and real estate relationships.
In the State Duma of the IV convocation, Grusdev joined the faction of the United Russia Party , worked as deputy chairman of the Committee on Civil, Criminal, Arbitration and Procedural Law and was a member of the Commission for the Exercise of Electoral Legislation.
In the Duma of the V Convocation, Grusdev continued to work in the Committee on Civil, Criminal, Arbitration and Constitutional Law.
Appointed Deputy Governor of Tula Oblast on July 29, 2011. On August 11, 2011, Russian President Dmitry Medvedev submitted the candidacy of Vladimir Grusdev for the examination of the Tula Regional Duma in order to entrust him with the powers of the governor.
On August 18, 2011, the official inauguration ceremony of Vladimir Grusdev as governor of Tula Oblast took place in the Tula Kremlin .
He resigned voluntarily on February 2, 2016. The reason for the resignation - family circumstances (the governor had a daughter).
Other social activities
In the summer of 2007, Grusdew took part in a polar expedition on the scientific ship Akademik Fedorov, during which he went down to a depth at the North Pole on August 2, 2007 as part of the crew of the Mir-1 Bathyscap, which was piloted by the oceanologist Anatoly Mikhailovich Sagalevich dived from 4261 meters.
Grusdev is a member of the Association of Lawyers of Russia (AYUR). Since 2009 he has been the deputy chairman of the board of the association and in December 2016 he was elected chairman of the board. In April 2017, Grusdew joined the government commission for legislative activities as chairman of the AYuR. In May he became co-chair of the Public Procedures Center for Corruption Corruption, which was founded in 2011 by order of the Russian government with the participation of the public organization Business Russia. With Grusdev's participation, a new version of the draft law amending the procedure for recording the time of the preliminary investigation in the sentence, adopted by the State Duma at the first reading in June 2018.
Charity
Grusdew is a member of the Board of Trustees of the Moscow Suvorov Military School, MGIMO , the non-profit foundation “Public Institute for Social Strategy and Tactics” at the Moscow State University and the non-profit foundation “ Cruiser Varyag ”. Grusdev works closely with the Russian military-historical societies, is a member of the organisation's board of trustees and headed the board of trustees of his regional department during the years of leadership of Tula Oblast. Grusdev financially supported the reconstruction of the monument to Grand Duke Sergei Alexandrovich on the territory of the Moscow Kremlin in 2016-2017 , which was headed by the foundation «Елисаветинско-Сергиевское просветительское общесткое". The memorial opened in May 2017.
