Wolfram F. Richter (born December 4, 1948 in Mülheim an der Mosel ) is a German economist. From 1981 he was professor of economics , especially public finance , at the Technical University of Dortmund . He has been retired since 2016.

Life

Richter studied mathematics at the University of Karlsruhe . After studying at the London School of Economics and Political Science , he did his doctorate and habilitation in economics at the University of Karlsruhe. His academic teachers were the number theorist Heinrich Wolfgang Leopoldt and the game theorist Joachim Rosenmüller . Since 1981 Richter was Professor of Economics and holder of the Chair of Public Finance at the Technical University of Dortmund. Since 2004 he has also taught at the Ruhr Graduate School in Economics and since 2001 at the University of Hamburg in the Master of International Taxation course. Richter is a member of the Scientific Advisory Board of the Federal Ministry of Finance , Research Fellow of CESifo, Munich and the Bonn Institute for the Future of Work (IZA). From 2006 to 2008 he was Vice Rector for Planning, Structural and Personnel Development at the Technical University of Dortmund. From 2005 to 2013 he was a member of the Senate Evaluation Committee of the Leibniz Association, from 1994–1998 and 2003–2007 a member of the Extended Board of the Verein für Socialpolitik, 1993–1997 Member of the Council of the European Economic Association and 2001–2006 Member of Board of Management at the International Institute of Public Finance. honors and awards

Richter has been a Fellow of the European Economic Association since 2004 . In 2012, the Technical University of Dortmund awarded him the teaching award for his commitment to teaching. At the 2013 annual conference of the Verein für Socialpolitik, he gave the Johann Heinrich von Thünen lecture on the subject of education: optimal choice and efficient funding . In recognition of his outstanding scientific work in the field of public finance and economic policy advice, the Faculty of Economics at the Otto von Guericke University Magdeburg awarded him an honorary doctorate in 2014 (Dr. rer. Scientific work

Richter's main area of ​​work is taxes and duties , about which he has not only published theoretical articles internationally, in journals such as the Journal of Public Economics, European Economic Review, International Tax and Public Finance. He has also repeatedly taken a position on specific tax policy issues. For example, he advocated the abolition of the flat-rate travel allowance, the collection of tuition fees and the revitalization of property tax. Richter became known to a wider public as the spiritual father of the Health Fund . With the establishment of the health fund, the distorting competition between health insurers for members with wage-related contribution rates should be replaced by a non-distorting competition with additional contributions in absolute euro sizes.
