Xuân Thủy (birth name: Nguyễn Trong Nhan ; born September 2, 1912 in Từ Liêm , Hanoi , French Indochina ; † June 18, 1985 in Hanoi) was a Vietnamese politician of the Communist Party of Vietnam CPV (Đảng Cộng sản Việt Nam) , the among other things between 1963 and 1965 was Foreign Minister of the Democratic Republic of North Vietnam .

Life

Xuân Thủy joined the League of Revolutionary Youth founded by Nguyễn Ái Quốc in 1926 and was arrested twice in 1928 and 1929 for his political activities. Due to his membership in the Communist Party of Indochina (Đảng Cộng sản Đông Dương) he was again imprisoned during the occupation of Indochina by the Japanese Empire and the rule of the Vichy regime between 1939 and 1945. After his release in March 1945 he became editor-in-chief of Cứu Quốc , the official daily of the League for the Independence of Vietnam ( Việt Minh ) . After the founding of the Democratic Republic of Vietnam on September 2, 1945, he was elected to the National Assembly on January 6, 1946 and was a member of this or later National Assembly of Vietnam (Quốc hội Việt Nam) until his death. At the same time he became a member of the Central Committee (ZK) of the Communist Party of Vietnam CPV (Đảng Cộng sản Việt Nam) and acted between July 15, 1960 and his death as Deputy Chairman of the National Assembly. He was a representative of North Vietnam at the Indochina Conference, which took place in Geneva from April 26, 1954 to July 20, 1954 , and led to the end of the Indochina War . In 1962 he also served as deputy chairman of the delegation to the Geneva Laos Conference .

On April 30, 1963, Xuân Thủy succeeded Ung Văn Khiêm as Foreign Minister of the Democratic Republic of North Vietnam and held this ministerial office until April 1965, whereupon Nguyễn Duy Trinh took his place. As the successor to Hoàng Văn Hoan , he became head of the Foreign Relations Department of the CPV Central Committee in April 1966 and held this position until he was replaced by Nguyễn Thành Lê in December 1979. In August 1968 he became a member of the Secretariat of the CPV Central Committee and, after being confirmed at the IV National Party Congress (December 14-20, 1976), was a member of this body until the V National Party Congress (March 27-31, 1982) . Together with Lê Đức Thọ , who negotiated separately with US Secretary of State Henry Kissinger , during the Vietnam War between 1968 and 1973 he was Vietnam's chief negotiator at the Paris Vietnam Conference , which on January 27, 1973 led to the Treaty of Paris and thus the agreement to end the War and the restoration of peace in Vietnam. In March 1976 he took over the newly created post as Central Committee Secretary for General Affairs and kept this until he was replaced by Nguyễn Văn Linh in July 1978. Most recently, between 1981 and 1982 he was Vice President of the Socialist Republic of Vietnam and thus one of the representatives of President Trường Chinh .
