Yasutoshi Nishimura ( Japanese 西村 康 稔 Nishimura Yasutoshi ; born October 15, 1962 in Akashi , Hyōgo Prefecture ) is a Japanese politician of the Liberal Democratic Party ( Hosoda faction ), member of  the Shūgiin , the lower house of the national parliament , for the constituency of Hyōgo 9 and Acting Minister of State for Economic and Fiscal Policy .

Life

Nishimura was born on October 15, 1962 in Akashi, Hyōgo Prefecture, and studied at the law faculty of the University of Tokyo . In 1985 he joined the Department of Economics, Trade and Industry and studied international political economy at the University of Maryland, College Park until 1992 . In 1999 he left the Ministry of Economic Affairs and became secretary of the LDP lower house member Hara Kenzaburō ( 原 健 三郎 ; 1907-2004).

In the Shūgiin election in 2000 , Nishimura came after Hara's withdrawal as an independent in the constituency Hyōgo 9 against four other candidates, but was subject to the LDP candidate Ichizō Miyamoto ( 宮本一 一 , Miyamoto Ichizō ; 1931-2016) as runner-up . It was not until the 2003 election that he prevailed against Miyamoto and was elected to the House of Commons (Nishimura 40.8%; Miyamoto 30.8%); since then he has been able to defend his constituency in every election. In January 2004, Nishimura joined the LDP and took over his first government post from 2008 to 2009 in the restructured Fukuda and Asō cabinet as "Parliamentary State Secretary" in the Foreign Ministry . After the loss of government of the LDP in the 2009 election , he was appointed chairman of the LDP prefectural association Hyōgo and took part in the election of the LDP chairman in September that year . There he was clearly defeated by 54 votes to Sadakazu Tanigaki (300 votes) and Tarō Kōno (144 votes).

After the government takeover of the LDP under Shinzō Abe in the 2012 election , he was in Abe second cabinet to "deputy minister" in the Cabinet Office called and held that office in the remodeled second cabinet Abe . In August 2016, he was appointed special advisor to the party chairman, deputy general secretary and deputy chairman of the election strategy commission in the LDP. In the cabinet reshuffle in August 2017 , he became Deputy Chief Cabinet Secretary . Prime Minister Abe appointed Nishimura as Minister of State for Economic and Fiscal Policy in the fourth Abe cabinet, which was reorganized for the second time .
