The Central Prevention Testing Center has been a joint health insurance institution in Germany that has been operating since January 1, 2014, with the aim of testing prevention courses in accordance with Section 20 (4) No. 1 SGB V according to uniform criteria.

Operators and members

Responsible and client of the test center is the "cooperation group for the certification of prevention courses - § 20 SGB V", to which almost all health insurance companies in Germany belong. The judicial and extrajudicial representation of the cooperation group is the responsibility of the managing association ( vdek ) based in Berlin . The facility is operated by Team Gesundheit GmbH, based in Essen .

Test basis

The Central Prevention Center examines prevention offers (courses and concepts) on the basis of Chapter 5 of the Prevention Guide “Fields of Action and Criteria of the National Association of Statutory Health Insurance Funds for the Implementation of Sections 20, 20a and 20b SGB V”. Offers in the areas of exercise, nutrition, stress management and addictive substance consumption are examined. The Prevention Guide is drawn up and updated by the National Association of Health Insurance Funds in cooperation with the health insurance companies and their associations at the federal level. The Central Prevention Test Center only applies the defined test criteria, but does not define any criteria on its own. New test criteria are always derived from the prevention guidelines, are decided by the cooperation community for implementation and applied in the test center from defined deadlines.

task

The task of the Central Prevention Unit is to check whether a course meets the criteria and thus the structural and content requirements of the currently valid Prevention Guide. The test result is the basis for the decision as to whether the insured can be granted a financial subsidy for the course by the health insurance companies of the cooperation group.

The test center makes the information on test results available to the health insurance companies of the cooperation community via an IT system. Service providers who submit courses for examination receive a certificate if the prevention course can be recognized, or negative information if the criteria of the Prevention Guide are not met. The test procedure as well as the communication with health insurance companies and applicants takes place entirely via an IT system. Compliance with the criteria from the Prevention Guide is prescribed by the Prevention Act. Essential aspects for ensuring quality are the qualifications of the course leader and a course concept that conforms to the guidelines. The participants should learn to implement the course contents of the respective fields of activity (exercise habits, diet, stress management and addictive substance consumption) in everyday life.

The following requirements must be met in this context:

Structural quality (provider qualification)

  • Basic qualification: state-recognized professional or university degree in the respective subject area (field of activity)
  • Additional qualification: specific advanced training recognized in the professional world (this may be included in the basic qualification and must be proven by means of meaningful documents)
  • Instruction in the program to be carried out (may be included in the basic or additional qualification)

Concept and planning quality

  • Concrete definition of the addressed target group (s)
  • Manual with written definition of structure and goals as well as content and methods of the course units (lesson plans)
  • Documents for participants (participant documents)

As part of the process quality , the Prevention Guide specifies the criteria for group size (number of participants), target group homogeneity, scope / frequency of course units, and rooms.

The basis of the test is the Prevention Guide and the additional explanations on certification as a substantiation of certain content from the Prevention Guide. The basics of the test can be viewed under the GKV guidelines on prevention. Currently (2019) the version of the guide dated October 1, 2018 applies.

Target groups

Course providers can have their prevention course checked and certified for all affiliated health insurance companies via the database. The participating health insurance companies have direct access to the test results from the database in order to be able to reimburse their insured persons for eligible courses. The eligible courses are displayed to the insured via the health insurance funds' homepage.

In 2018 there was the number of course providers: approx. 146,800, the test applications per year: approx. 89,000, the certified courses: approx. 100,290, the insured clicks. about 13 million.

In 2017 there was the number of course providers: approx. 150,000, the test requests per year: approx. 80,000, the certified courses: approx. 100,000, the insured clicks: approx. 15 million.
