Julia May Carson (born July 8, 1938 in Louisville , Kentucky , † December 15, 2007 in Indianapolis , Indiana ; born Julia May Porter ) was an American politician with the Democratic Party .

Julia Carson attended Crispus Attucks High School in Indianapolis, where she graduated in 1955. She then graduated from Martin University and Indiana University-Purdue University Indianapolis . Professionally, she initially worked as a secretary for the United Auto Workers union; then she was from 1965 to 1972 assistant on the staff of Congressman Andrew Jacobs . From 1972 to 1976 she was a member of the Indiana House of Representatives ; thereafter she sat in the Indiana Senate until 1990 .

She was a member of the United States House of Representatives from January 7, 1997 until her death . She was the second African American woman to be elected to represent the state of Indiana after Katie Hall . She died of complications from bronchial carcinoma and possibly a soft tissue infection of the leg that she contracted after bypass surgery .

Three months after her death, her grandson André Carson won the by-election for her seat.
