(12246) Pliska is an asteroid of the main belt , which was discovered on September 11, 1988 by the Bulgarian astronomer Violeta Iwanowa at the Bulgarian National Astronomical Observatory - Roschen ( IAU code 071) near Smolyan .
The asteroid was named after the northeast Bulgarian city of Pliska , the capital of the First Bulgarian Empire, founded in 681 .
