Óscar Freire de Vasconcelos Ruas
Óscar Freire de Vasconcelos Ruas (March 11, 1899 - May 3, 1982 ) was a Portuguese governor of the Portuguese Timor colony and an officer in the infantry.

Portuguese Timor was occupied by Japan during World War II in 1942 , although Portugal was actually neutral. The Portuguese governor Manuel de Abreu Ferreira de Carvalho declared himself a prisoner of the Japanese and stayed in the colony until the end of the war. On September 5, 1945, Japan officially declared the return of the colony. On September 26th, the official ceremony to restore Portuguese rule took place in the colonial capital Dili . The next day, the first Portuguese warships reached the colony.
Capitão ( Captain ) Ruas arrived in Dili in December 1945 and replaced Governor Carvalho in office. Ruas then remained Governor of Portuguese Timor until June 8, 1950. César Maria de Serpa Rosa became the new governor on December 31, 1950 . In the meantime, António da Cunha Aragão and Arnaldo Dionísio Carneiro de Sousa e Meneses took over the office.
Ruas received the Knightly Order of Avis on January 26, 1939, the Order of Gregorius on April 5, and the Order of Infante Dom Henrique on June 26, 1963 in the rank of Commander .
