The Austrian Civil Protection Association is an organization made up of ten associations, one at the federal level (the Bundesverband , ÖZSV ) and one from each federal state .

The orders are based on Article 9a of the Austrian Federal Constitution on Comprehensive National Defense as well as in the corresponding national laws.
The individual associations were founded in the 1960s, when the nuclear threat was still regarded as the greatest. In accordance with these scenarios, the main focus at that time was on the correct installation of radiation protection rooms in the individual houses, where they were partly prescribed in the respective building regulations.
With the change in threats, more emphasis is now being placed on disaster protection.
The association has a purely informative task for the self-protection of the civilian population in various emergency situations. It is part of the state crisis and disaster control management of the Ministry of the Interior .
One of the main tasks is to promote the idea of self-protection. This is to be achieved through a wide variety of courses and training sessions, which are carried out for all civilians down to the community level, by showing private individuals how they can help themselves as first aid in various emergencies until help from outside arrives.
Supraregional training centers are located in all federal states. Due to the close cooperation with the fire brigade, these centers are often located at the locations of the state fire brigade schools .
In the individual communities , in which there are people of trust everywhere, he can, for example, organize security information centers, which are either a permanent institution of the community or can be at events.
Another task is to advise and coordinate the drafting of laws that also concern emergency situations. To this end, the ÖZSV regularly exchanges experiences with similar foreign organizations.
In contrast to the fire brigades or the rescue services , the civil defense association has no operational task, i. i.e., he does not take action himself in an emergency.
