The Ústav pro studium totalitních režimů , abbreviated ÚSTR , German Institute for the Study of Totalitarian Regimes , is a state organization in the Czech Republic , which deals with the scientific investigation and education about the era of National Socialist and Communist rule in Czechoslovakia . The institute was established with Law 181/2007 of August 1, 2007 after about two years of preparation.

The working name in the preparatory phase was "Institute of National Memory", also called "Institute for the Study of the Past" in the media. The focus of activity is the investigation of the totalitarian National Socialist and Communist rule in Czechoslovakia from 1938 to 1945 and from 1948 to 1989. Free access to the relevant archives is suitable for recording and manipulating one's own history. The scope of duties is obviously broader than that of the Úřad dokumentace a vyšetřování zločinů komunismu (Authority for Documentation and Investigation of the Crimes of Communism).

Projects

Act 181/2007 Coll., Apart from the institute, the bezpečnostních složek archive (Archive of Security Services ) was established, which is concerned with archiving and documenting the activities of various security facilities of the former communist regime.

In addition, the institute runs numerous projects, including:

  • “Třídní justice” 1948–1960 (“Die Klassenjustiz ” 1948–1960) on the role of the judiciary in the establishment of communist rule
  • Documentace popravených z politických důvodů 1948–1989 (Documentation on persons executed for political reasons 1948–1989) on those executed in show trials, where Law 231/1948 was applied in particular
  • 1989 project about the so-called Velvet Revolution of 1989
  • Paměť národa Internet portal (Memory of the Nation), a joint project with the Czech broadcaster Český rozhlas and the Post Bellum Association

There are also other projects that contribute to coming to terms with the past, for example the Totalita.cz portal , with which ÚSTR works together.

Publications

Since 2007 the institute has published the quarterly magazine Paměť a dějiny ( PD ), German memory and the past , which informs the public about the results of the institute's activities.

In addition, the institute publishes countless monographs, anthologies, and documentation, some of which are also in English.

The institute was established on August 1, 2007 on the basis of Law 181/2007. Work began on February 1, 2008.

The highest body of the institute is the council, which consists of seven members elected by the Senate of Parliament .

The council elects a director of the institute. The directors were:

The chairmanship of the council of the institute is determined by election. The first chairman was Naděžda Kavalírová , her deputy was the former dissident and later Minister of Ecology Ivan Dejmal ; after his death it became the former dissident Petruška Šustrová .

The Institute's Scientific Council, which was elected on July 7, 2008 and consists of 14 members, is available to the Institute's Council and the Director as an advisory and specialist body.

The head office is in Prague on Siwiecova Street; the street was formerly called Havelkova, named after the communist functionary Václav Havelka , and was renamed for the occasion after the Polish philosopher Ryszard Siwiec , who burned himself to death at a major event in Warsaw in 1968 in protest against the invasion of the Warsaw Pact .
