The Wastewater Association of the Municipalities of Liechtenstein (AZV), based in Bendern, is a corporation under public law and is responsible for the disposal of wastewater generated in the Principality of Liechtenstein . The owners are the eleven municipalities of Liechtenstein. The association was founded in 1971 as the Liechtenstein Unterland and Schaan wastewater association .

history

The Liechtenstein Unterland and Schaan wastewater association was founded in July 1971. From this, the waste water association of the municipalities of Liechtenstein developed by 2000 through the accession of several municipalities in stages. In 1980 the municipality of Planken joined, whereby the name was changed to the waste water association Liechtensteiner Unterland, Schaan and Planken . In 1996, the municipalities of Vaduz, Triesen and Triesenberg joined and the name was changed to become the Liechtenstein Wastewater Association . In 1997 a resolution was passed for the renovation and expansion of the ARA Bendern, which was built by the association from 1974 to 1976. With the expansion of the wastewater treatment facility on four streets, optimal management is achieved. After the municipality of Balzers joined in 2000 , the name of the association was changed to the Wastewater Association of the Municipalities of Liechtenstein and the originally planned expansion goal was achieved. From 2000, further expansion and renovation measures will follow in the Bendern ARA.

Legal basis

The association is a special purpose association within the meaning of Article 7 Paragraph 1 of the Municipal Act for the joint fulfillment of public tasks. The association is exempt from tax liability in accordance with Article 4 Paragraph 1 lit. b) Tax law excluded.

The waste water association was created and is obliged to properly clean and dispose of all domestic, commercial and industrial waste water in Liechtenstein in accordance with legal requirements. The purified water with a degree of purification of around 97% is discharged into the Rhine .

A special purpose association is an association of municipalities through which important tasks in a certain area of municipal self-government are concentrated on one institution. The waste water association of the municipalities of Liechtenstein is such an association and a corporation under public law with its own legal personality for the organization of joint, state-wide waste water treatment . Through the joint organization of this task, the appropriate utilization of the sewage treatment plant and constant cleaning performance are achieved for the benefit of the member communities.

Members

Members (Association of Municipalities) in Abwasserzweckverband the Liechtenstein municipalities have since 2000, all eleven municipalities of the Principality of Liechtenstein (see also: Administrative divisions of Liechtenstein ).

According to Article 25 Paragraph 2 lit. k Municipal law, the municipal assembly decides whether to join or leave a special-purpose association.

Assembly of delegates

The assembly of delegates consists of the mayor ( Vaduz ) and / or the town councilors or a local council delegated for this purpose. These elect a president and a vice-president from among their number. The voting rights in the delegates' assembly are weighted. The municipality of Schaan has five votes, the municipality of Vaduz four votes, the municipalities of Balzers , Eschen , Mauren , Triesen three votes each and the municipalities Gamprin - Bendern , Planken , Ruggell , Schellenberg , Triesenberg two votes each.

Works Commission

The works commission is made up of one representative from each municipality. The operating committee of the waste water association of the municipalities of Liechtenstein elects a president and a vice-president from among its members.

Bureau

The presidium is subordinate to the works commission or the assembly of delegates.

executive Director

The managing director reports to the presidium. The main task of the management is to manage the operational business for the benefit of the association.

Control point

The control body is responsible to the assembly of delegates. The control body checks the business of the AZW.

ISO certification

The association has been certified according to ISO 9001/2000 and the quality management standard EN ISO 9001: 2008 since November 12, 2003 (Liechtenstein Society for Quality Assurance Certificates AG).
