General building approval

Construction products or types of construction for which no technical rules ( application standards ) exist or which differ significantly from the technical rules made known in Building Regulation List A are referred to as "non-regulated construction product " or "non-regulated type ". The usability of non-regulated building products or non-regulated types of construction results either from the general building inspectorate test certificate (abP), the approval in individual cases (ZiE) or the general building inspectorate approval ( abZ ) and is indicated on a building product by the conformity mark.

In Germany, general building approval can only be issued by the Deutsches Institut für Bautechnik (DIBt) upon application. As a rule, the validity of a general building authority approval is limited to five years. After the validity has expired, a corresponding application for an extension can be submitted.

Before issuing an abZ for a construction product or a type of construction, all important aspects are checked, especially properties and influences relating to safety. This includes stability , protection against harmful influences, health protection and the protection of the natural foundations of life, as well as fire , heat , noise and vibration protection and traffic safety. The legal basis for the general building inspectorate approval is the model building regulations .

A typical product that is not uniformly standardized in Germany, but rather can be used through general building inspectorate approvals, is prestressing steel and corresponding accessories for prestressed concrete construction .

Also thermal insulation systems and large-size facade panels for ventilated curtain facades are among the building products that can be used on a general approval.

The approval procedure for issuing a nationally valid, general building authority approval begins with the submission of a corresponding application to the DIBt. The applicant is usually the manufacturer of a product. If necessary, the DIBt determines the tests to be carried out and the evidence to be provided, following a recommendation from an expert committee. After the applicant has submitted the evidence, the DIBt advises the case and grants approval, again with the help of the expert committee, if necessary.

The costs for issuing a new abZ are specified in the DIBt's statutes. Depending on the product or type and the associated effort, the fees for a five-year approval are between 500 and 30,000 euros . If a shorter period of approval is requested in the application, the costs are reduced by 10% per year reduction. The fees for renewing an existing approval range between 10% and 50% of the cost of a five-year new grant.

European assessment

If an assessment document (EAD) exists at European level, a European Technical Assessment (ETA) can be applied for. The ETA regulates the placing on the market of the construction product / type in Europe. For the usability in the respective member state there may be further requirements (e.g. abZ) at national level.
