Andreas Guibeb

Andreas Benjamen Dawid Guibeb (born January 23, 1954 in Mariental , South West Africa ) is a Namibian diplomat . He has been the Namibian ambassador in Berlin since 2016 .

Life

Guibeb studied law at the University of the Western Cape in Bellville in South Africa and development economics and international trade law at the Geneva University Institute for International Studies in Switzerland . Guibeb then worked as a research assistant to Arthur Dunkel , Director General of the General Agreement on Tariffs and Trade (GATT) in Geneva and as Program Director of the Geneva Center for Applied Science International Negotiations (CASIN).

In 1989 he became deputy representative of the Namibian liberation movement SWAPO in Paris , France . In the same year he became a member of the SWAPO election commission.

He headed the team for monitoring the succession of the states of Namibia, which has become independent from South Africa, and became the first State Secretary in the Namibian Ministry of Foreign Affairs. In addition, he led the negotiations for the integration of Walvis Bay and the Penguin Islands . Guibeb became Namibian High Commissioner in Zambia . In addition, from 1996 to 1999 he held the position of CEO of the state airline Air Namibia . In addition, he worked as a consultant and board member in various companies in the finance and tourism sector and legal advisory firms. He also worked in regional and international organizations in Africa , Europe and the USA .

On January 6, 2016, he became Namibian Ambassador to Germany based in Berlin .

In the debate about the German colonial past and the genocide of the Herero and Nama from 1904 to 1908, he advocated an apology from Germany and a German Marshall Plan for Namibia. He took part in the return of the Cape Cross column for Namibia and described the return as clear progress.

Guibeb came under public criticism in 2019 because court-established claims amounting to around 80,000 euros were allegedly asserted but not settled by him. The Friedrich Schiller University of Jena is to claim 34,500 euros and will result from a research contract concluded in August 2016 with the Friends of Namibia , represented by Guibeb. A further € 46,410 should be related to a publicity project by the Namibian embassy. Foreclosure measures such as attachment orders and a civil law arrest warrant from the Schöneberg District Court dated May 16, 2018, the existence of which Guibeb denied, could not be enforced due to his diplomatic immunity . The arrest warrant was published by the BZ and shows Andreas Guibeb as the debtor.

Andreas Guibeb is married and has three children.
