Andreas Winkler , Freiherr von, (Andrej, born November 10, 1825 in Görz ; † March 16, 1916 in Graz ) was an Austrian lawyer and politician and an identity- conscious Slovenian . He was an honorary citizen of the city of Ljubljana and several cities, markets and rural communities in Carniola and in the coastal region .

Life

Andreas (Andrej) Winkler was the son of the trader Jernej (Bartholomäus) Winkler and his wife Katarina Winkler née Voug. He was born in Gorizia and attended elementary school and high school there. He then studied law in Vienna and successfully graduated in 1849. In 1866 he was district chairman in Cormons and then district captain of Tolmin . In 1873 he was sent to the House of Representatives. In 1876 he became a councilor at the Imperial and Royal Administrative Court in Vienna. Between March 13, 1880 and October 7, 1892 he was President of the Duchy of Carniola . In 1983 he was awarded the Austrian Imperial Order of the Iron Crown II class. On May 8, 1883, he was promoted to the rank of baron and was henceforth Baron von Winkler. On October 7, 1892, he was awarded the Grand Cross of the Order of Franz Josef .

As an identity-conscious Slovene and President of Carniola , he advocated the introduction of Slovene in office and school as well as the consideration of Slovene in appointments in order to achieve equal rights for the Slovenes in Carniola and in the other Slovene and partially Slovene crown lands . Because of the growing pressure of the German liberals, he gave way to the pressure and retired in 1892.
