Andrij Jossypowytsch Bohdan ( Ukrainian Андрій Йосипович Богдан ; born December 3, 1976 in Lviv , Ukrainian SSR ) is a Ukrainian lawyer and politician. Since May 21, 2019 he has been head of the Presidential Administration of the Ukrainian President and since June 2019 he has been a member of the National Security and Defense Council of Ukraine .

Because of his influence, he is referred to as "shadow president" and is considered a " puppet master " of Volodymyr Selenskyj and "the second man after Selenskyj in Ukraine".

Life

Andrij Bohdan was born as the son of Jossyp Bohdan (Ukrainian Йосип Гнатович Богдан ), associate professor in the department of civil law and civil procedural law at the Ivan Franko University of Lviv in the western Ukrainian city ​​of Lviv (Lemberg). At the same university he studied law in 1998 and finances in 2007. He is a qualified economist, finance specialist and lawyer and has a doctorate in law. From 1998 he worked as a lawyer in the private and public sectors. In 2001 he became a lawyer at the Commercial Court of Kiev and in 2004 he became a partner and then managing partner of the law firm Pukschyn & Partner.

In the early parliamentary elections in Ukraine in 2007 , Bohdan took up position 93 in the Blok Nascha Ukrajina - Narodna samooborona block , but did not win a seat. From 2008 he worked in leading positions in the Ukrainian Ministry of Justice and in the Cabinet of Ministers of Ukraine . From December 2007 to March 2009 he was assistant to the deputy of the Verkhovna Rada Rada Andrij Portnow , from 2007 to 2010 Deputy Minister of Justice Mykola Onishchuk and from March 17, 2010 to March 3, 2014 in the government of Mykola Azarov, Deputy Minister of the Cabinet of Ministers of Ukraine and Government Commissioner for Anti-Corruption Policy. In the early parliamentary elections in 2014 , he ran again unsuccessfully for MP, this time on position 74 of the Petro Poroshenko block . In 2015 he was also the defense lawyer for the oligarch and party leader of the Ukrainian Union of Patriots Hennadij Korban .

During the 2019 presidential election campaign , Bohdan acted as legal advisor to presidential candidate Volodymyr Zelenskyi . After winning the election, he was appointed head of the presidential administration by decree of the President of Ukraine on May 21, 2019 and head of the office of the President of Ukraine on June 25, 2019. He has been a member of the National Security and Defense Council of Ukraine since May 31, 2019 .

Since he was already active in the government of Mykola Azarov , he falls under the Ukraine Lustration Act of October 2014, which forbids the employment of politically incriminated civil servants in the civil service for a period of ten years, which is why a lawsuit against his has been filed since May 25, 2019 Appointment as head of presidential administration is pending.

Power struggle with Klitschko

According to Vitali Klitschko , Andrij Bohdan gave him the choice with whom he would coordinate his future work as mayor of Kiev and head of the Kiev city administration: Either with the real estate entrepreneur Andrij Vawrysch or with the media producer Oleksandr Tkachenko , Klitschko explained at a press conference on July 26, 2019.
