Arão Noé de Jesus da Costa Amaral (born June 7, 1955 in Fahinehan , Manufahi Portuguese Timor ) is a politician from East Timor . He is a member of the Congresso Nacional da Reconstrução Timorense (CNRT) party.

Career

Early years and early years in politics

Amaral attended school up to 4th grade. Between 1993 and 2007 he was a reporter and wrote for the Timor Post , among others .

Amaral has been a member of the East Timorese national parliament since 2001 . Until 2007 he was a member of the FRETILIN . In 2007 and 2012, Amaral moved into parliament again with the new ruling party CNRT. In the party, he became Vice Coordinator of Region II. On September 5, 2017, Amaral moved up to replace Xanana Gusmão as a member of parliament after narrowly missing out on returning to 25th place in the 2017 elections . Amaral was elected group leader. He was also a member of the Commission on Constitutional Affairs, Justice, Public Administration, Local Jurisprudence and Anti-Corruption (Commission A).

President of Parliament

After the dissolution of parliament, Amaral took up position 5 in the new elections on May 12, 2018 in the Aliança para Mudança e Progresso (AMP), to which the CNRT also belongs, and moved back into parliament. On June 13th, Amaral was elected as the new Speaker of Parliament. With 36 votes, he received two more votes than the AMP has in parliament.

On May 5, 2020 FRETILIN, PLP and KHUNTO submitted a motion to dismiss the Presidium of Parliament. There was "a major concern related to the work of Parliament and Amarals". He preferred the interests of the CNRT and boycotted parliament in its work, for example with the delay in the decision on the extension of the state of emergency because of the COVID-19 pandemic in East Timor . Although Parliament's Rules of Procedure require a dismissal request to be voted on within five days, Amaral refused to set a date. Amaral stated that the application for dismissal was currently being examined and pointed out that in the last legislative period a dismissal procedure against the then Speaker of Parliament Aniceto Guterres Lopes was delayed by FRETILIN for more than six months. The application from December 4, 2017 was submitted by CNRT, PLP and KHUNTO.

Vice-President Maria Angelina Lopes Sarmento (PLP) broke the blockade by issuing a summons to the meeting, which Amaral described as a breach of the rules of procedure. After two turbulent days of meetings, the majority of MPs from FRETILIN, PLP and KHUNTO Amaral deposed on May 19 and re-elected his predecessor Aniceto Guterres Lopes as President of Parliament. Amaral filed a lawsuit against the entire proceedings with the Tribunal de Recurso de Timor-Leste , but vacated his office and gave Guterres Lopes his company car.
