Vicente da Silva Guterres (born January 22, 1955 in Baguia , Portuguese Timor ) is a politician from East Timor . In civil life, Guterres is a philosophy teacher. From 2012 to 2016 he was President of the National Parliament of East Timor .

Career

Guterres was one of the residents of the Casa dos Timores in Lisbon .

During the Indonesian occupation of East Timor (1975-1999) Guterres lived in Portugal, where he worked for the Diplomatic Front of the Timorese Resistance ( Frente Diplomática da Resistência Timorense ). From 1975 to 1977 he was director of the Casa Timor ( Timor House ) and from 1980 to 2000 secretary of the Timorese refugee community in Portugal ( Comunidade dos Refugiados de Timor em Portugal CRT ). From 1977 to 1982 Guterres was President of the Timorese Youth Union in Portugal ( União da Juventude Timorense em Portugal UJT ). From 1982 he was second vice president of the União Democrática Timorense party (UDT), first vice president from 1989 to 1993 and president of the political commission of the UDT from 1993 to 1998. Also Secretary of the General Assembly of the League of Friends of Timor in Lisbon ( Liga dos Amigos de Timor em Lisboa ) from 1989 to 2000 and Vice-President of the Cabinet for Timorese Affairs ( Gabinete dos Assuntos de Timor GATIMOR ) from 1983 to 1993. Guterres was President of until 2000 GATIMOR. From 1986 to 1993 he was a member of the board of directors of the Convergência Nacionalista Timorense (CNT). In 1998 Guterres founded his own party, the União Democrata-Crista de Timor UDC , which he led as president until 2007. He represented them in the Conselho Nacional de Resistência Timorense (CNRT) , the umbrella organization of the Timorese resistance, to which Guterres had belonged since it was founded in 1998. In the CNRT he held the office of secretary. Guterres was a member of the board of directors of the CNRT until its dissolution in 2001.

In 1981 he graduated from the Philosophical Faculty of the University of Lisbon with a degree in philosophy. This was followed by postgraduate studies in education at the Faculty of Psychology and Education at the University of Lisbon, which he finished in 1992. From 1984 to 1999 Guterres was a philosophy teacher in the secondary school.

After the election to the constituent assembly in 2001 , Guterres moved into the East Timorese national parliament as chairman and sole representative of the Partido Democrata-Cristão de Timor UDC / PDC . In addition, from 2001 to 2006 he was a philosophy teacher at the Catholic seminary of Peter and Paul in Dili . Since the 2007 elections , Guterres has been part of the Congresso Nacional da Reconstrução Timorense (CNRT) , for which he has also been a member of parliament since then. Guterres is also a member of the party's policy committee. At the beginning of the 2007/2012 legislative period, Guterres was elected Vice-President of Parliament on July 30, 2007.

On February 11, 2008, President José Ramos-Horta was seriously injured in an attack. According to the constitution , the President of Parliament takes over the President's office in the event of illness. Since parliamentary president Fernando de Araújo was in Portugal at the time , Guterres took over the presidential duties as his deputy until the return of Araújo on February 13th.

In the 2012 elections , Guterres was able to return to parliament with the CNRT. At its first meeting on July 30, 2012, Guterres was elected as the new Speaker of Parliament.

On March 8, 2015, Guterres was caught in an attack by an armed group on the Baguia police station. Guterres was visiting his hometown to attend a relative's funeral. He was not the target of the attack, but three of the police officers who accompanied him as a bodyguard and stayed at the police station were injured. According to police sources, the attackers should come from the group around Mauk Moruk .

On May 5, Guterres resigned as President of Parliament. This meant that he would be voted out by parliament. Since the breakup of the coalition between CNRT and PD , there have been calls from MPs for a new election of the Presidium to represent the new balance of power in Parliament. On the same day, his previous deputy Adérito Hugo da Costa (CNRT) was elected to succeed Guterres.

In 2017 Guterres received the Ordem de Timor-Leste on tape.

In the parliamentary elections in East Timor in 2017 , Guterres once again made it into parliament at number 13 on the CNRT's list. He became a member of the Commission for Public Finance (Commission C). In the parliamentary elections in 2018 was a candidate Guterres no more.
