The first plans for a new football stadium on the site of the previous Qemal Stafa stadium were announced in 2010. Two concrete proposals were made for a new football stadium, which, however, were dropped due to the poor financial viability.

In 2016 the Albanian Prime Minister Edi Rama announced the realization of a new stadium. The construction costs should amount to 60 million euros , of which 10 million should come from UEFA and the remaining 50 million euros from private investors. In the end, the costs were stated at EUR 75 million.

The Qemal Stafa Stadium was closed and demolished in June 2016. The new stadium should open on September 1, 2018 and offer space for 22,300 spectators for football matches. For non-sporting events, the capacity should be increased to up to 30,000 people. It was also planned that the new national stadium would house cafes, a press center and a hall of fame. The Italian architecture firm Archea Associati under Marco Casamonti designed the stadium. For example, you were also responsible for designing the renovation of the Stadio Friuli in Udine .

After delays, the completion was postponed to spring 2019. The official opening finally took place on November 17, 2019 as part of the international match against France . At that time, construction was still going on in and around the stadium - but UEFA had released the arena three weeks earlier. On November 9, it was announced that the new stadium would be named after the new airline Air Albania for five years for a fee of € 650,000 per year  .

On November 10, 2019, the first test match between the women's teams of Vllaznia Shkodra against Apolonia Fier took place as part of the women's championship, which was originally planned for November 3, but could not be carried out due to the ongoing work. The opening game against France on November 17 as part of the qualification for Euro 2020 was lost 0-2. UEFA President Aleksander Čeferin was also present at the opening .
