  • The qualifying matches for the 2021 European Football Championship will take place in 2019 and 2020.

20 teams will qualify via the main qualification path in 2019 and four teams will qualify via the play-offs of the 2018/19 UEFA Nations League in autumn 2020.

    draw

The main qualification path was drawn in Dublin on December 2, 2018 . There are a total of ten groups (five groups of six and five groups of five), whereby the first two group places will take part in the main competition 2020. The success of the individual teams in the first UEFA Nations League (UNL) and the division there in which the respective team played were decisive for the classification of the pots . The teams from the UNL pot were drawn in groups of five as they played in the final round ( Final Four ) of the 2018/19 UEFA Nations League in June 2019 .

The countries marked with * are the hosts of the pan-European EM, only a maximum of two of them could be drawn into a qualification group. This ensures that there is a chance that all hosts will qualify for the EM.

For political reasons, the following pairings were excluded: Gibraltar - Spain , Russia - Ukraine , Azerbaijan - Armenia , Kosovo - Bosnia and Herzegovina and Kosovo - Serbia . Due to climatic reasons (playability in winter) only a maximum of two of the following countries were allowed in one group: Estonia, Faroe Islands, Finland, Iceland, Latvia, Lithuania, Norway, Russia, Ukraine and Belarus.

Due to the great distance for the journey, only one of the following pairings per group was possible:

    • Azerbaijan: with Gibraltar, Iceland or Portugal.
    • Iceland: with Armenia, Georgia, Israel or Cyprus.
    • Kazakhstan: with Andorra, England, France, Faroe Islands, Gibraltar, Ireland, Iceland, Malta, Northern Ireland, Portugal, Scotland, Spain or Wales.

    Play-offs

16 teams take part in the play-offs, who determine four further participants for the EM 2020 in two rounds in the knockout system . For this purpose, the participating teams are divided into four groups; Route A to Route D called. Of the teams that have not yet qualified for the Euro 2020 via the main qualification path, those that were among the four best teams in each league of the 2018/19 UEFA Nations League will take part in the play-offs . If a league cannot provide four more teams, the path will be completed by the other teams that are highest in the Nations League final table.

This means that at least one team from the lowest division D with the weakest teams will take part in the EM.

The groups route A, route B, route C and route D were set or drawn according to the following criteria:

    • If at least four teams from a league of the Nations League take part in the play-offs, a group of four teams from this league must be formed.
    • Nations League group winners are not allowed to play against teams in a higher league in the play-offs.
    • Additional criteria can be applied depending on the composition of the qualified teams, if possible hosts of EURO 2020, as well as teams that should not meet for political reasons, should be distributed in different ways. A seeding list according to the Nations League final table can also be used.

Due to the teams taking part in the play-offs, the following scenario arises: Four teams from leagues B and D participate, so a path is formed with the respective teams. Since only one team (Iceland) from League A takes part in the play-offs, League C has seven teams. Four teams in this league form a path, whereby the group winners are not allowed to play against higher ranked teams - so these are set for their path. First, another team (Israel) from League C of the Nations League was drawn into Group Way C to fill it up with four teams. The remaining teams from League C then take part in group path A. Since regardless of which team would have been drawn, a path of the play-offs had to be composed of exactly two host countries and since no politically explosive games were possible, no further criteria had to be applied. The play-offs were drawn on November 22, 2019.

Once the routes have been drawn, the procedure is as follows: In each route, the best-placed team plays against the fourth-placed team. The second-placed team plays against the third-placed team. The two better-placed teams have home rights. The winners of the two games then play against each other, with home rights being drawn. The winners are determined in one game each, possibly with extra time and penalty shoot-out.

Teams participating in the play-offs are (* = EM hosts):

    Way a Way B Way C Way D

The draw for the European Championship preliminary round on November 30, 2019 revealed that the winner of Route B in Group E and the winner of Route C in Group D play. Since the teams are to get as many home games in the group stage, also showed the following exception: If Route A of Iceland, Bulgaria and Hungary won, the winner comes from way A to F group and the winner of Route D in the Group C . If Romania wins route A, Romania goes to group C and the winner of route D goes to group F.

The games originally scheduled for the end of March 2020 have been temporarily postponed to the international match window in June 2020 due to the COVID-19 pandemic . In April, all games scheduled for June were postponed indefinitely. Finally, on June 17, 2020, UEFA announced that the semi-finals would take place on October 8, 2020 and the four final pairings on November 12, 2020.
