  • In qualifying for the 1964 European Football Championship , 29 national teams took part, which played out four finalists according to the knockout system . The host of the main tournament - Spain - was drawn from among these .

Four of UEFA's 33 member associations at the time did not register. Cyprus missed registration on time due to civil war . Finland did not want to participate for financial reasons and the Scottish Football Association was in a state of upheaval. The Federal Republic of Germany had no interest in sport. As in 1958/1960, national coach Sepp Herberger found this competition to be a "pure waste of time".

    Preliminary round

Three teams got bye tickets for the round of 16: the Soviet Union as current European champions as well as Austria and Luxembourg according to the lottery procedure.

The first legs took place from June 21 to December 2, 1962, the second legs from September 2, 1962 to March 31, 1963.
