European Football Championship 1964 / qualification
In qualifying for the 1964 European Football Championship , 29 national teams took part, which played out four finalists according to the knockout system . The host of the main tournament - Spain - was drawn from among these .
Four of UEFA's 33 member associations at the time did not register. Cyprus missed registration on time due to civil war . Finland did not want to participate for financial reasons and the Scottish Football Association was in a state of upheaval. The Federal Republic of Germany had no interest in sport. As in 1958/1960, national coach Sepp Herberger found this competition to be a "pure waste of time".
Preliminary round
Three teams got bye tickets for the round of 16: the Soviet Union as current European champions as well as Austria and Luxembourg according to the lottery procedure.
