Arnold Chan (born June 10, 1967 in Scarborough , † September 14, 2017 in Toronto ) was a Canadian lawyer and politician . He has represented the Scarborough-Agincourt constituency in the Canadian House of Commons since the 2014 by- election . Chan was a member of the Liberal Party of Canada .

Early years

Arnold Chan attended Henry Kelsey Senior Public School, Sir Ernest MacMillan Senior Public School, and Dr Norman Bethune Collegiate Institute. He then studied at the University of Toronto and achieved a bachelor's and two master's degrees in political science and urban planning before graduating from the University of British Columbia with a law degree.

Career

Prior to his election, Chan worked as a lawyer and was intermittently chief of staff to the Ontario Cabinet Minister Michael Chan and later senior adviser to the Ontario Prime Minister Dalton McGuinty .

MP

Chan won the Liberal seat in the Scarborough-Agincourt constituency after MP Jim Karygiannis left office to run for Toronto City Council . In the by-election in 2014, he entered parliament with 59 percent of the vote.

As part of the opposition, Chan was a critic of the Liberals for the Federal Economic Development Initiative for Northern Ontario and the Federal Economic Development Agency for Southern Ontario. He was also named a Tourism and Small Business Reviewer in November 2014.

On January 22, 2015, Chan announced that he would be taking a five-week hiatus to treat his nasopharyngeal cancer. After his return he resumed his office and criticized the party-political use of public advertising by the Harper government and the lack of promotion of Canada in the global tourism market.

After the Liberals won the Canadian general election in 2015 , Chan became deputy government spokesman in the lower house. Known for his commitment to the Armenian-Canadian community, he led the Canada-Armenia Parliamentary Friendship Group. Chan hosted the Armenian MP of the Turkish Parliament Garo Paylan when he visited the Canadian Parliament in May 2017.

In his last speech to the House of Commons on June 12, 2017, Chan called on MPs to improve the culture of debate across party lines and said: “I'm not sure how often I will have the strength to get up and on this one Place to give a 20 minute speech, but the point I want to share with all of us is that I know that we are all honorable members, I know that the members adore this place and I want to ask us, not just to act as honorable members, but to treat this institution with honor. [...] I would like to ask all of us to deepen our debate and practice. "

Personal

In 2014 Chan was diagnosed with nasopharyngeal cancer. After the treatment in 2015 initially improved, the disease returned in 2016. Chan died on September 14, 2017 at the age of 50.

Arnold Chan had three sons and was married to Jean Yip . Yip won her husband's parliamentary seat in the December 11, 2017 by-election.
