The Extraordinary African Chambers ( French : Chambres Africaines Extraordinaires, CAE ) are a special African tribunal that, according to an agreement between the African Union (AU) and the state of Senegal, will regulate the political crimes committed by ex-dictator Hissène Habré in Chad between June 7th 1982 and December 1, 1990 . The chief judge is Magistrate Ciré Aly Bâ , who heads the Extraordinary African Chambers within the Senegalese judiciary at the Dakar Court of Appeal ( Cour d'Appel de Dakar ).

The Hissène Habré case

The period between June 7, 1982 and December 1, 1990 corresponds exactly to the time in office of the former Chadian President Hissène Habré, known as the “Pinochet of Africa”, who has had to answer to the CAE in Dakar since July 20, 2015 . 40,000 people were murdered and thousands tortured under his reign of terror. For the first time in history, an African ex-dictator has been brought to justice by an African court. The court was set up on February 8, 2013 in Dakar after a long tug of war after the trial against Habré failed for a long time due to the Senegalese government's refusal to bring the former dictator to justice. The process was not prepared until after Macky Sall was elected President of Senegal in 2012.

On May 30, 2016 , the CAE found ex-dictator Habré guilty of several charges and sentenced him to life imprisonment. War crimes, crimes against humanity and torture have been proven in thousands of cases during his reign.

Chambers of the CAE

One speaks of "Chambres" in the plural , because there are four chambers that make up the court:
