The Federal Institute for Occupational Safety and Health ( BAuA ) is a higher federal authority within the portfolio of the Federal Ministry of Labor and Social Affairs . It has its headquarters in Dortmund , locations in Berlin and Dresden and a branch in Chemnitz . Over 650 employees work in six specialist departments as well as the DASA - Working World Exhibition . Isabel Rothe has been President of the BAuA since November 2007.
As the most important departmental research institution of the federal government, the authority advises the federal government on all questions of safety and health at work and the humane design of working conditions. The tasks include political advice , the provision of information and action aids for operational practice (see key indicator method ), the implementation of the practice-oriented research and development required for this, as well as the performance of sovereign tasks. This includes the observation and analysis of occupational safety, the health situation and working conditions in the company as well as the risks to the health of employees resulting from exposure to and strain from work equipment and materials, from complex workplace influences or work processes. The BAuA develops contributions for the preventive design of working conditions as well as for preventive occupational health care and the fight against work-related diseases. To fulfill these tasks, the BAuA carries out its own research work or assigns research contracts to third parties. The transfer and implementation of the knowledge gained in operational practice is of great importance. An information center provides free information on issues relating to occupational safety.
The BAuA runs a permanent exhibition through the DASA - Working World Exhibition in order to present the scientific findings to the public.
The national REACH help desk has been set up at the Federal Institute for Occupational Safety and Health (BAuA). The BAuA manages the business of the New Quality of Work initiative , the Joint German Occupational Safety and Health Strategy (GDA) and a large number of advisory bodies: Committee on Hazardous Substances , Committee on Biological Agents In addition, according to the law regulating general wages (Minimum Wage Act - MiLoG), the office of the minimum wage commission is located at the Federal Institute.
The BAuA is a member of the Working Committee of the departmental research institutions .

The Federal Institute for Occupational Safety and Health is divided into six departments that cover the topic of safety and health at work as well as international hazardous substances law:
Department 1 - "Policy Issues and Programs"
Department 1 deals primarily with general inquiries from the political field, primarily the Federal Ministry of Labor and Social Affairs . In this context, he is particularly responsible in the area of safety and health at work, which result from the changes in the world of work. The department itself is divided into the groups “Change in Work”, “Working World Reporting, Fundamental International Issues” as well as the offices of “Initiative New Quality of Work” (INQA) and the “Joint German Occupational Safety and Health Strategy” (GDA).
Department 2 - "Products and Work Systems"
He is engaged in research in the field of product safety and the safety and health-related design of technical products, especially work equipment, and socio-technical work systems. In addition to research and development, the BAuA also has legal tasks here, such as risk assessment or the publication of prohibition orders and lists of standards. These statutory tasks extend beyond work equipment to consumer products.
Department 3 - "Work and Health"
Department 3 serves the main areas of activity ensuring and maintaining health at work and in working life. Further topics are the structural change in work and the associated new stress constellations; also further developments in the area of evidence-based occupational medicine and statistical methods.
Department 4 - "Hazardous Substances and Biological Agents"
Department 4 has the task of improving the protection of employees during activities involving hazardous substances and biological agents (pathogens). To this end, he describes material risks, evaluates them and suggests measures to reduce the risks to an acceptable level for the employees. The starting point are results from research and development (R&D). Here, too, the BAuA has statutory tasks. The legal basis for this is the EU Regulation on the Regulation of Industrial Chemicals (REACH), the Regulation on the Classification, Labeling and Packaging of Chemicals (CLP) and the Chemicals Act on the placing of biocidal products on the market.
Department 5 - "Federal Office for Chemicals"
carries out the tasks according to the Chemicals Act as the Federal Office for Chemicals (BfC). It works to protect people and the environment from chemicals. The Federal Office for Chemicals is the German authority responsible for implementing Regulation (EC) No. 1907/2006 (REACH) for the registration, evaluation, authorization and restriction of chemical substances (REACH) and Regulation (EC) No. 1272/2008 (CLP ) on the classification, labeling and packaging of substances and mixtures (CLP). As part of its responsibility for Regulation (EU) No. 528/2012 (Biocide Regulation) on the making available on the market and use of biocidal products, it evaluates biocidal active substances and processes / decides on applications for authorization or restriction of biocidal products . In these procedures, Department 5 works together with the other federal authorities involved, prepares the overall position and represents it externally to ECHA and the EU Commission.
Department 6 - "Transfer Management"
Transfer management is the demand-oriented and practice-oriented translation of scientific knowledge and legal provisions into assistance and instructions for operational practice. The transfer activities are fed by the development of products and are mainly controlled by current developments in politics (changes in law, rules, ordinances, initiatives, etc.) as well as by sovereign tasks. This includes press and public relations work, brand maintenance, internal communication and the organization of BAuA events. In Department 6, online media and BAuA publications are created, a call center-supported customer service and knowledge management are offered, and a cross-location specialist library is maintained. The Dresden location carries out industry-related and regional transfer work.
Research and development program of the BAuA
The strategic research and development management of the BAuA is based on self-imposed and time-fixed research programs. The changing umbrella themes are continuously building on each other.
The research and development activities as part of the 2014 to 2017 program relate to the following strategic fields of action:
- Ensure chemicals and products are safe to use.
- Design work in the company in a humane manner.
- Avoid work-related illnesses - promote health and work ability.
- Understand the effects of change in the world of work and adapt occupational safety instruments.
Locations
In addition to its headquarters in Dortmund (Friedrich-Henkel-Weg 1–25), the Federal Agency has two locations in Berlin-Lichtenberg ( Nöldnerstrasse 40–42) and Dresden's Albertstadt (Fabricestrasse 8). There is also a branch in Chemnitz (Jagdschänkenstraße 33).
