The Observer of the Länder in the European Union is an institution jointly founded by the sixteen German Länder with the task of supporting the Länder and the Bundesrat in the exercise of their tasks and rights in matters of the European Union .

The facility is located at 45 Rue de Trèves in Brussels . The foundation stone for the country observer was laid with the Treaty of Rome in 1956. The current constitution is regulated by the 1996 Agreement on the Observer of the Countries to the European Union , which replaced the 1988 Agreement . The observer is set up by the state minister who chairs the Federal Council's committee for questions relating to the European Union. He takes the observer into his household. However, this is financed according to the Königstein key , jointly by all German states according to their financial strength. The Conference of European Ministers of the German federal states decides on the financial and human resources .

tasks

According to Article 2 (2) of the 1996 Agreement, the observer's duties are:

  • Participation in the meetings of the Council of the European Union , the Committee of Permanent Representatives and the related discussions of the German delegation at the meeting place as well as reporting
  • Participation in the other bodies of the Council and those of the Commission , in which representatives of the member states can take part and for which the Federal Council has not appointed country representatives, to participate if the responsibilities of the countries or their essential interests are affected, as well as reporting
  • Procurement of information in addition to the information provided to the Federal Council by the Federal Government and the state representatives, in cooperation with the liaison offices of the states in Brussels based on direct contact with the institutions of the European Union and with representatives of the Federal Government
  • Support of the country representatives in their work
